Increasing the capacity of government apparatus in Malang City in carrying out procurement services, the Malang City Procurement Service Unit (ULP) continues to conduct socialization. This time the socialization was carried out to 100 participants from various SKPD (Regional Work Units) at the Trio Indah 2 Hotel Malang, Tuesday (02/12).

Head of ULP Malang City, Ir. Sapto Prapto Santoso, M.Si revealed that until now the procurement of goods and services working group (pokja) still has many obstacles. The reason is that until now the procurement of goods and services working group is still attached to each SKPD.
"This fact makes it difficult for the ULP to coordinate, so that there are often delays in reports starting from the Commitment Making Officer (PPK) and Standard Operating Procedure (SOP)," explained Sapto, Tuesday (02/12).
Not only that, another obstacle is that the ULP cannot directly monitor the auction process carried out by the working group because all working groups are still under the control of the SKPD. From that reality, the working group must of course submit to their respective institutions. In the future, the working group must be under the control of the ULP.
"If later the working groups in SKPD are under the control of ULP, the hope is of course that the auction process for procurement of goods and services can be more transparent," explained Sapto.
Meanwhile, Head of Career Development Section of Government Goods/Services Procurement Policy Institute Adi Wibowo Soedarmo stated that in the future ULP will be directed to become a Procurement Service Office as well as a center for PPK and working groups. Therefore, socialization is currently needed so that when it is implemented, it can run well.
"It cannot be done quickly, we will do it gradually so that later everything can run according to expectations," said Adi.
Not only directed to become an office, Adi also said that later ULP will be directed to become a functional position. Where by becoming a functional position, it will later become a career position.
Adi added that his party is currently also coordinating with the National Civil Service Agency (BKN) and the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB). Currently, the adjustment is still being implemented (inpassing) functional position until the end of December.
Adi hopes that functional positions will be filled by people who have been involved in procurement issues, such as PPK, ULP employees, and working groups. There are no special requirements to become a ULP functional position.
"The definite requirement is a Civil Servant (PNS) class IIIa, experienced for one year as a working group or ULP," concluded Adi. (cah/yon)
