Avoid 'Communication' and 'Criminal Code'

In government there are terms or designations Plt (Acting Officials_ed) and definitive officials. The public and government officials must understand what and how the two terms are applied so that there are no multiple interpretations.

For example, if an official is on Umrah, then the appointed Acting official does not have the authority to make a policy. However, if a position is vacant, then there must be a definitive official, not an Acting official. Thus, the appointed Acting official can decide or make a policy.

This was conveyed by the Head of the Bureau of the Legal Consultation and Aid Institute (LKBH) of East Java Province, Dr. Himawan Estu Bagijo, SH, MH in the Socialization of Legal Awareness for Korpri Members in the Malang City Government Environment which was held in the Meeting Room of the Malang City Hall, Tuesday (24/3).

"If an official is involved in legal problems, then the Plt can take over the duties and responsibilities of the official concerned. The duties or authorities of the Plt and definitive officials must be understood so that there is no overlap or new perceptions. In addition, it is also to avoid acts that violate the law," continued Himawan.

He added, for the granting or receiving of SK (Decree) must be accompanied by inauguration so that the position held is more legal. This is in Law (UU) No. 30 of 2014 concerning Government Administration. "On the other hand, government officials must serve the public well and in detail. As when taking care of files, the requirements must be informed in as much detail as possible," explained Himawan.

This service to the community, he said, should not be discriminated against, for example between people with disabilities (difabel) and normal people. Because they are both Indonesian citizens who have the same rights. "Don't let there be 'communication' (muni and kasih teapot) and 'KUHP' (Give Money After the Case)," joked Himawan. (say/yon)
