In the implementation of bureaucratic reform, there is a demand for the arrangement of a good, effective and efficient governance system so that it can serve the public quickly, accurately and professionally.

In its implementation, many obstacles are faced, including the many cases of abuse of authority in public services, many complaints about the performance of public services, and even the existence of KKN (Corruption, Collusion, and Nepotism) practices in the administration of government.
In this regard, the Malang City Government signed the Charter for the Launch of the Malang City Government Integrity Zone Development by the Mayor of Malang H. Moch. Anton with the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) represented by Didid Noordiatmoko, Ak, MM as Assistant Deputy for the Formulation of Bureaucratic Reform Policies, Accountability of Apparatus, and Supervision of the Ministry of PAN-RB, Rector of Brawijaya University Malang and the Ombudsman of the Republic of Indonesia.
The event held at the Atria Hotel in Malang City is a form of commitment from the Malang City Government to combat criminal acts of corruption within the Malang City Government, Tuesday (28/4).
The launch of the integrity zone is in line with the vision of the Malang City Government, namely 'Making Malang City a Dignified City', which contains the meaning of a clean Malang City both in terms of the environment and clean from the bureaucratic side.
As a form of commitment of the Malang City Government in the Launching of the Integrity Zone, the Signing of the Integrity Pact has been carried out by all heads of SKPD (Regional Work Units_ed), Reporting of LHKPN (State Officials' Wealth Report_ed) and LHKASN (State Civil Apparatus Wealth Report_ed), Preparation of Performance Reports with Sufficient Value (CC), Preparation of Financial Reports with WTP Opinions (Fair Without Exceptions_ed), and open recruitment of employees and online using the CAT system (Computer Assisted Test).
In the launch of the integrity zone, in addition to signing the charter for launching the integrity zone towards WBK (Corruption-Free Area_ed) and WBBM (Clean and Serving Bureaucratic Area_ed), the signing of the determination document was also carried out. pilot project SKPD towards WBK, namely the Regional Revenue Service (Dispenda), Population and Civil Registration Service (Dispendukcapil), and Klojen District.
With the Launching of the Development of the Integrity Zone which is a follow-up to the bureaucratic reform process mandated in the Regulation of the Minister of PAN-RB Number 52 of 2014 concerning Guidelines for the Development of the Integrity Zone towards WBK and WBBM, the Malang City Government hopes to be more confident in realizing its vision as a dignified city.
"The success of the development of the integrity zone is very much determined by the capacity and quality of integrity of each individual, which has relevance in increasing the capacity and quality of integrity of the organization where the individual is located and carries out activities," said Malang Mayor H. Moch. Anton.
"Therefore, I hope that after the signing of this charter, all levels of the apparatus in the Malang City Government will jointly build individual integrity and organizational integrity in their respective work environments so that the Malang City Government can become a clean government and free from acts of corruption, collusion and nepotism," added the PKB politician.
