Klojen, MC – Although approaching the end of the year and even preparing to 'close the books' along with the achievement of satisfactory targets and exceeding expectations because it successfully recorded around IDR 310 billion from the initial target of IDR 282 billion including the addition in the Revised Financial Budget (PAK) of the 2016 APBD, the Regional Revenue Service (Dispenda) of Malang City did not at all reduce its efforts in increasing the awareness of Taxpayers (WP) in fulfilling their tax obligations.

As a proactive effort to socialize and conduct inspections, Dispenda again held a Joint Operation (Opsgab) Tax Awareness, Saturday (5/11) night. In synergy with the Malang City National Narcotics Agency (BNN) and law enforcement officers, the target of this opsgab was entertainment venues including cafes and karaoke places spread across the Malang City area.
Dozens of personnel were actively involved in the operation that was held until early Sunday (6/11), starting from elements of the Police, TNI, District Attorney's Office, Anti-Drug Ambassador, Gatra Pajak and cross-community such as d'Kross, PPMR, Granat and Arema Cronus. Meanwhile, elements of the Malang City Government involved the Civil Service Police Unit (Satpol PP), the Licensing and Integrated Service Agency (BP2T), the Legal Section and not to forget embracing the public accountant auditor.
"We do not go down alone because we involve the side ranks and always coordinate with the Forkopimda. Synergy between ranks is important, considering that this has become our shared responsibility to create a conducive climate in Malang City, its citizens are tax compliant, orderly in administration and of course free from drugs," said the Head of the Malang City Revenue Service, Ir. Ade Herawanto, MT.
In addition to checking the bookkeeping of taxpayers who are subject to Entertainment Tax, Advertising Tax, Street Lighting Tax and Land and Building Tax (PBB), this joint operation also conducted urine tests on visitors to the night entertainment venues they visited.
Repressive actions were immediately taken against all violations that occurred. For entertainment taxpayers who are still stubborn, they are immediately given sanctions ranging from light ones such as reprimands and having stickers attached stating that they have not paid taxes to severe warnings in the form of sealing and having their business advertisements sawed by the Dispenda Advertising Task Force Team. Meanwhile, from the results of urine tests conducted by the BNN, those who are found positive for consuming drugs will be immediately secured by officers.
"Through the synergy that is established, we are trying to design this joint operation to be as effective as possible. Namely in an effort to increase awareness of regional taxation as well as an effort to realize a drug-free Malang City by eradicating it directly in the community. Because in addition to prosecuting recalcitrant taxpayers, in one raid, the BNN can also carry out a Hand-Catching Operation (OTT) on users and perpetrators of distribution of illicit goods," said Sam Ade, as the Head of Dispenda is familiarly called.
The man who is also known as a musician, sports figure and unifier across communities hopes that this kind of joint operation will remain a routine agenda without leaving the synergy that has been well established. "It doesn't have to be Dispenda that initiates it. Whoever has a joint operation agenda, we will fully support and are ready to be actively involved in it," continued Sam Ade.
"Hopefully, by becoming a routine agenda of SKPD and related agencies, in the future it will make Bhumi Arema feel safe and comfortable for parents whose children go to school or college in Malang. Because it is hoped that the younger generation, especially students and college students will be further away from the influence of drug abuse if their space for movement is limited by sympathetic operations like this," said the man who is a trail and extreme sports enthusiast.
A similar opinion was conveyed by the Head of BNN Malang City, AKBP Bambang Sugiharto. According to him, to implement the regulation of Law Number 35 of 2009 concerning Narcotics, his party cannot work alone. "This effort requires cooperation and active participation from all components of society. Including from government elements, law enforcement officers and side ranks. It will not run effectively without the support of all citizens from all levels of society," he explained.
According to Bambang, the implementation of the sympathetic operation in an effort to eradicate drug trafficking is also in accordance with the vision and mission carried out by the Mayor of Malang, H. Moch. Anton, to realize Malang City as a Dignified City.
"As conveyed by Mr. Ade, we also want to provide a sense of security and comfort to parents whose children attend school or college in Malang City. Including maintaining the positive image of Malang City as a drug-free City of Education in order to form the young generation of the nation's hope," he added.
Real support was also given by the Malang Raya Brotherhood Association (PPMR) which from the start was committed to helping make the Dispenda and BNN Opsgab a success in eradicating drug trafficking in Malang Raya.
"We will definitely be actively involved in this joint operation, because basically PPMR is the driving force of Arek Malang in the movement to combat drugs in order to realize Bhumi Arema free from narcotics and illegal drugs," said PPMR Chairman, Hadi 'Bagong' Slamet.
Support and positive appreciation also came from the Arema Cronus football club as a proud club and unifier of the young generation in Malang Raya. "We appreciate and are very enthusiastic about this joint operation, because basically Arema Cronus also plays a role in campaigning and preventing the dangers of drugs for its football athletes," said Arema Cronus Media Officer Manager, Sudarmaji.
"Because Arema also happens to be coaching younger teenagers through the Arema Academy about the dangers of drugs and one of the solutions is to distribute energy through soccer activities to become quality players. Better ball-ball (playing soccer_ed) rather than playing drugs, with soccer we are healthy and achieve," said this former journalist bluntly.
No less than 20 entertainment venues were targeted by the joint operation this time. Starting on Saturday night, the operation continued on Sunday night, still targeting entertainment venues, from cafes, restaurants, karaoke venues to billiard arenas.
The thumbs up was then given by the Chairman of Commission B of the Malang City DPRD, Abdul Hakim. He said that the implementation of the Joint Tax Awareness and Drug Free Operation would bring real impacts in the form of positive benefits for the City of Malang.
"This is a perfect and precise synergy. The effect will be very significant, especially for the economy and development of Malang City in the future. Because with the existence of a sympathetic operation to eradicate drugs, it will limit the circulation of these illicit goods. This will certainly guarantee a sense of security and comfort for the community in enjoying the facilities in various entertainment venues in Malang City," explained the PDIP politician.
"We hope that the impact of this conducive situation will attract investors from outside to invest their capital and business investments in Malang City so that it will automatically increase the Regional Original Income (PAD). From there, regional tax collections can also be maximized for the greatest prosperity of the people and regional development," added Hakim.
The opinion was agreed by Commission B member, Ya'qud Ananda Gudban. This female politician from the Hanura Party even praised how the innovation carried out by Dispenda which synergized with cross-elements and side ranks could produce great benefits.
"Dispenda has once again proven that their innovation never wanes. The idea of combining tax compliance operations and drug raids can be applied simultaneously, effectively and produces extraordinary benefits. Between protecting the younger generation from the dangers of drugs, creating a conducive situation in Malang City, and gaining profits to continue to boost revenue from the PAD sector, it really deserves to be appreciated and continues to be fully supported," concluded the council member who is also the Chairperson of the Indonesian Women's Political Caucus (KPPI) Malang.
