Let's Guard People's Money, Prevent Corruption Before It Happens

Jakarta - The Prosecutor's Office as part of the government's instrument plays an active role in supporting the success of the national development program. Eradicating corruption is one of the efforts currently being prioritized by the Adhyaksa Corps to support the government in advancing Indonesia.

The role of law as a means of social renewal is in line with Presidential Instruction Number 10 of 2016 concerning Action to Prevent and Eradicating Corruption. The Instruction places more emphasis on prevention strategies (23 points) compared to law enforcement/eradication strategies (8 points). "Prevention is not as popular as repressive law enforcement, because the prevention approach works silently so that it is not known by many people," said Attorney General HM Prasetyo in Bogor, some time ago.

To support the Jokowi-JK Government in preventing corruption, the Attorney General's Office has several leading programs, including the Central and Regional Government and Development Guard and Security Team (TP4P/TP4D). This team was formed as an implementation of Presidential Instruction No. 7 of 2015 concerning Action to Prevent and Eradicat Corruption. TP4P and TP4D play a role in preventing criminal acts of corruption by providing legal assistance to national strategic projects.

At its young age, TP4P and TP4D have made brilliant achievements. TP4P assisted in the procurement of floating power plant rental "Leasing Marine Vessel Power Plant" (LMVPP) by PT. PLN (Persero) to overcome the electricity crisis in 5 regions in Indonesia. The floating power plant system saves PLN Rp1,5 trillion per year.  

TP4P also played a role in the release of lane 2 of Jalan By Pass Kota Padang by involving all related SKPDs. TP4P also accelerated the construction of the Tanjung Uban - Sri Bintan - Air Raja - Kijang Transmission and the Sri Bintan Main Substation from two years to three months and saved PLN Rp11,26 billion per month. If the entire load has shifted to the interconnection system, operational cost savings will reach Rp24,7 billion per month.

Related to the acceleration of the implementation of national strategic projects, the Attorney General's Office through the Civil and State Administration Division or Datun takes preventive measures against potential deviations by providing legal considerations. Based on Article 24 of Presidential Regulation Number 38 of 2010 concerning the Organization and Work Procedures (Ortaker) of the Indonesian Attorney General's Office, Datun can provide legal opinions and legal assistance with a Special Power of Attorney (SKK).

Until October 2016, the Datun Division of the Attorney General's Office has saved state finances worth Rp20.3 trillion and 7902 m² of land. Another brilliant record that Datun has managed to achieve during 2016 is providing legal opinions and assistance to projects/assets worth Rp232,4 trillion and US$264,8 thousand. Another achievement of Datun that should not be underestimated is the recovery of state finances/assets worth Rp49.2 billion. "Datun can be the spearhead of saving state finances," said the Attorney General, Thursday (9/12)

To create an anti-corruption generation, the Prosecutor's Office has a program, the Prosecutor Enters School or JMS, a legal counseling activity for school-age children from elementary to high school. The program, which is the embodiment of the 8th Nawa Cita, aims to instill an understanding of the law from an early age so that a generation is created that is aware of the law.

The Adhyaksa Corps also prevents corruption through innovation. A number of High Prosecutors' Offices and District Prosecutors' Offices have made technology-based breakthroughs to serve the public. From Aceh to Papua, they are working to improve the quality of public services by utilizing technological advances such as online management applications developed by the West Java High Prosecutor's Office, a visiting permit system made by the Sleman District Attorney's Office to provide ticketing services drive-thru by the Surabaya District Attorney's Office. 

"Public trust is not only built through improving performance, but also by improving the quality of public services. Public trust is an inevitability that must always be maintained so that the community and justice seekers feel the presence of the state through the Prosecutor's Office," said the Attorney General.  

Of course, a series of preventive efforts must not degrade the duties and authorities through the enforcement approach. When facts and evidence are found about corrupt practices in state administration, enforcement must be carried out. 

The Special Criminal Division has a SATGASSUS P3TPK which was formed on January 08, 2015, and plays a role in optimizing efforts to eradicate corruption as well as completing cases that are in arrears. 

Until October 2016, the Prosecutor's Office has saved state funds worth Rp275,6 billion. It did not stop there, the Prosecutor's Special Crimes Division also succeeded in executing a replacement of Rp212,2 billion and a criminal fine of Rp41,6 billion. Another proud achievement that the Prosecutor's Special Crimes Division has succeeded in achieving is the results of the operation of confiscated goods worth Rp1,1 trillion.

In fighting corruption, the Prosecutor's Office synergizes with other law enforcers and continues to increase community participation. By working together, corruption will be easier to eradicate from the earth. LET'S MONITOR THE PEOPLE'S MONEY, because corruption is a common enemy.
