Acting as the ceremony inspector was the Mayor of Malang H. Moch. Anton. Also present at the ceremony were the ranks of the Malang City Forkopimda and the ranks of the Heads of Regional Apparatus Organizations (OPD) within the Malang City Government.

In his speech, the Mayor of Malang, who is often called Abah Anton, invited all elements of society to join hands in harmony and strengthen each other even though they come from various tribes, customs, traditions, languages, religions and others on the momentum of the 103rd anniversary of Malang City.

He emphasized that togetherness, kinship, mutual cooperation, unity and oneness are a strength. "Thus, it is hoped that we will be able to resolve various obstacles, challenges and problems in various development sectors," said Abah Anton.

As part of Indonesia, he added, Malang City must be able to strengthen the archipelago in facing the era of globalization. "We should not just be spectators. We must be able to appear as the main player which is currently manifested in the selection of Malang City as the host of the national working meeting of the Association of Indonesian City Governments (Apeksi) which carries a message of unity of movement from city governments throughout Indonesia to strengthen the implementation of government as a pillar of the national dimension," he continued.

In order to improve the welfare of the community accompanied by the growth of economic competitiveness, the expansion of community accessibility to quality education and health services, and the improvement of the quality of community life as a whole, the Malang City Government has implemented various efforts, including through increasing the implementation of the Regional Revenue and Expenditure Budget (APBD).

This can be seen from the achievement of human development index figures, both in the education, health and purchasing power sectors. The HDI figure always increases from year to year. In 2014, the Malang City HDI was 79,07 and in 2015 it was 80,05 percent. This figure is still above the East Java HDI of 68,95 and the highest in East Java.

"This shows that the development carried out in Malang City has a positive impact on the welfare of the community. This is all due to the increase in the realization of all components of the Human Development Index, both the education component, namely the literacy rate and average length of schooling, health indicated by life expectancy, and the economic component or the purchasing power of the community," explained Abah Anton.

One of the development areas that has received serious attention from the Malang City Government is the education sector. The number of educational institutions that are accredited with good standards, from elementary to higher education, indicates that the educational services in Malang City are of quality and qualified.

At the end of the event, various awards were presented to the winners of several competitions held in the Malang City Government environment as well as the launching of the Malang Menyapa application and the giving of prizes to people who are obedient in paying taxes. (say/yon)
