Targeting One Million Workers, Ministry of Industry Continues Link and Match

Jakarta - The government is committed to meeting the needs of Human Resources (HR) in industry by focusing on preparing one million certified industrial workers by 2019. In line with Presidential Instruction Number 9 of 2016, the Ministry of Industry (Kemenperin) is tasked with increasing cooperation with the business world, to provide wider access for vocational school students to undertake field work practices and industrial internships for teachers.

As an implementation, the Ministry of Industry is implementing the SMK Development & Coaching program that is Linked and Matched with Industry, Industrial Workforce Training with the Three-In-One System, Vocational Education Fostered by the Ministry of Industry, and Industrial Workforce Competency Certification.

"We must implement breakthrough steps that are not business as usual so that vocational schools can produce prospective industrial workers who are competent and ready to work according to the needs of the industrial business world," explained Minister of Industry Airlangga Hartarto at the Launch of the Industrial Vocational Education Program (link and match vocational schools with industry) in Central Java Province in Semarang, Friday (21/4).

After launching cooperation with 50 industrial companies and 234 vocational schools in East Java Province last February, the Ministry of Industry will gradually involve more vocational schools, and of course more industrial companies. Today, an agreement will be signed between 117 industrial companies and 389 vocational schools in Central Java and Yogyakarta. Furthermore, it is planned for DKI Jakarta, West Java, Banten, and North Sumatra.

Regional mapping is aimed at meeting the certification target which increases every year, namely 220.134 people in 2017, 370.209 people in 2018, and 450.209 people in 2019. These figures are taken from the target achievements from 2017 to 2019, with details: (1) Graduates of 1.775 vocational schools totaling 845.000 students who will collaborate with 355 industrial companies; (2) 162.000 participants in the 3-in-1 Training (Training-Competency Certification-Job Placement); (3) 15.552 graduates from regular education programs fostered by the Ministry of Industry and (4) Industrial Workforce Competency Certification totaling up to 18.000 people. Thus, the target number of certified industrial workers in 2017-2019 reached 1.040.552 people.

Vocational education programs that link and match with industry are one of the government's priority programs that are expected to be a solution to overcome the problem of youth unemployment. "Indonesia currently and for the next 10 years will still enjoy a demographic bonus, where the majority of our population is of productive age. They must become development actors who contribute to Indonesia's economic growth," said Airlangga.

As a form of commitment of industrial companies in supporting the development and coaching program of SMK that link and match with industry, on this occasion, assistance was also provided for practical equipment to several SMK from several industrial companies, namely PT. Djarum, PT Astra Honda Motor, PT Astra Daihatsu Motor, PT Evercoss Technology Indonesia, PT Unggul Semesta, PT Yogya Presisi Teknikatama Industri, PT Terryham Proplas Indonesia, Indonesian Plastic Recycling Association (ADUPI), and PT Sido Muncul. In addition, on this occasion, the Directorate General of IKM of the Ministry of Industry will also provide assistance for Machinery and Equipment for IKM Transportation Equipment to the Tegal Manufacturing Part IKM Group.

Program Consistency

Carrying the concept of equality that the President focuses on this year, the Ministry of Industry continuously carries out a series of activities. After the signing of the cooperation agreement between vocational schools and industrial companies today, the alignment of the education curriculum will be carried out according to the needs of the industry as well as the provision of workshops, laboratories and teaching factories for industrial work practices for students, and industrial internships for teachers.

Provision of instructors and silver experts from the industry, development of competency infrastructure in vocational schools, and provision of certificates from industrial companies to vocational school students are also determined as the next steps. The Minister of Industry also revealed that the implementation of vocational education in Indonesia will be developed by adopting the concept of dual system education. "To that end, we are developing cooperation with countries that have implemented dual system education, one of which is Switzerland," added Airlangga.

Meanwhile, on this occasion, the opening of the Three-in-One system training will be held, attended by 290 participants, consisting of 200 Garment Industry Machine Operator Training, who will be placed to work at PT. Eco Smart Garmen Indonesia in Boyolali and PT. Globalindo Intimates in Klaten. In addition, the Looming Machine Operator Training was attended by 40 people, who will be placed to work at PT. Dasaplast Nusantara in Jepara. Furthermore, the Footwear Sewing Operator Training was attended by 50 participants, who will be placed to work at PT. Wangta Agung Surabaya.

"The training model with the Three-in-One system not only provides skills to training participants, but also provides competency assurance through competency certification, and most importantly, all graduates are absorbed to work in industrial companies," said the Director General of the Chemical, Textile and Miscellaneous Industry (IKTA) of the Ministry of Industry, Achmad Sigit Dwiwahjono.
