Starfruit (malangkota.go.id) – An efficient and effective public service system requires State Civil Apparatus (ASN) to continue to make improvements in various aspects, both human resources and work culture.

This is what initiated the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPANRB) to hold a Workshop on Developing Work Culture in the Province of East Java on 11-12 October 2017.
In the workshop held at the Savana Hotel Malang, ASN from the city and district governments throughout East Java were given a number of materials related to work culture in order to realize efficient and effective public services.
Expert Staff for Work Culture at the Ministry of PANRB, Teguh Widjinarko, said that the work culture workshop will examine the relationship between policies (legislation) and improving ASN work culture.
"We hope this workshop can be a forum for moving towards good public service. We are very grateful to the local government that has supported this activity," said Teguh, Wednesday (11/10).
He added that various aspects of the presentation of work culture policies, teamwork, to the development of a culture of excellent service will be the material presented to workshop participants.
On that occasion, Teguh also revealed various ways to develop a healthy organizational culture. There are at least 11 things that ASN must do, namely starting to diagnose organizational culture, formulating organizational values as a starting point for developing a work culture.
"After that, we formulate the behavior that must be implemented and prohibited by the organization and make a list of behaviors that must be continued, stopped and started," he said.
Another thing that needs to be done, in relation to developing a work culture, is to establish role models as examples, in addition to making changes to the management system by following current developments.
"Conduct socialization of work culture, then implementation and internalization and do not forget monitoring and evaluation. Because, a healthy organizational culture will produce professional State Civil Apparatus," he said.
Meanwhile, one of the speakers from the Ministry of Administrative and Bureaucratic Reform, M. Shafiq Pasadigoe, in his presentation on 'Developing a Culture of Excellent Service' explained that an effective and efficient service system is one that is electronically based/information technology (ITEM).
The existence of applications online which has been prepared by the government is expected to make it easier for the public to get services. "The goal is none other than to build a culture of excellent service to stakeholders and the public," said Shafiq. (say/yon)
