One of the reform agendas in Indonesia is to create good governance in order to form a new Indonesia. This also has an impact on the demands of the community to reform the state financial problems that are managed in an orderly manner, in accordance with laws and regulations, efficiently, economically, effectively, transparently and responsibly by paying attention to a sense of justice and propriety, so that the government has initiated reforms in the field of state finance.

One of the reforms carried out is the requirement to implement accrual-based accounting in every government agency, both central government and regional government.

Along with this, the government issued government regulation No. 71 of 2010 concerning Government Accounting Standards, and issued Permendagri No. 64 of 2013 concerning the Implementation of Accrual-Based Government Accounting Standards in Regional Governments.

Due to the various efforts that have been made, Supranoto explained, the Malang City Government has obtained an Unqualified Opinion (WTP) from the Republic of Indonesia Audit Board (BPK), which has been achieved five times, namely WTP in 2012 for the 2011 fiscal year LKD, WTP in 2013 for the 2012 fiscal year LKD.

"Meanwhile, WTP in 2014 was for LKD in the 2013 budget year and WTP in 2015 was for LKD in the 2014 budget year and WTP in 2016 was for LKD in the 2015 budget year. The achievement of this WTP opinion was due to, among other things, the implementation of the Government Internal Control System (SPIP) in each OPD in the implementation and accountability of regional finances which has been running well," he explained.

In relation to this, the leader of the group, H. Riyadi, SKM, MPH, conveyed his intent and purpose to see firsthand the achievement of performance in Financial and Asset Management, which is vital for achieving the performance of the West Java Provincial Government.

The West Java Provincial Government, he said, also wants to maintain the retemple, and the Deputy Governor of West Java has also received an A grade, so of course we are operationally implementing provincial policies, one of which is of course financial and asset management, which is vital for achieving performance.

"We heard that Malang City has achieved this, so we tried to bring our friends to be able to know more operationally," concluded Riyadi. (say/yon)
