Jakarta - President Joko Widodo (Jokowi) emphasized to regional heads not to play with money anymore, especially related to the APBD. This was conveyed by the President when giving directions to regional heads at the Government Working Meeting (RKP) held at the State Palace, Jakarta, Tuesday (24/10).
"Regarding corruption, everyone is afraid of the Hand-Catching Operation (OTT), so don't take the money. There is no need to be afraid if you don't do anything," Jokowi said firmly.
In the future, the President will build a good system e-planning, e-budgeting, e-procurement to prevent corruption. The President believes that this system will reduce OTT and there will be no more regional heads who experience OTT. President Jokowi also reminded regional heads to be more careful in budget management.
"I can't say no to the KPK. I will help only in this way, building this system, we build it together," the President explained.
In relation to the management of the APBN, the President reminded that the management of the APBD should no longer use the old pattern where the budget is divided equally to the departments. The management of the regional budget is also still in-drive by the Head of the Finance Service and the Regional Finance Agency. "The ones who should decide, I want the Governor, the Regent, the Mayor," said President Jokowi.
The President admitted that he wanted, for example, the Governor, Regent or Mayor to budget for the market. There are 20 markets or 10 markets in a region, yes, just ask. The leader's task, continued the President, is how to lobby the DPRD to agree, in accordance with the wishes of the governor, regent, and mayor.
"I asked for this market to be completed in 2 years. That's it, budget it there, squeak, surely the goods are finished and completed, all the ladies and gentlemen leave legacy "Good," said President Jokowi.
Labor intensive
On that occasion, President Jokowi also said that in order to increase people's purchasing power and consumption, regions should increase projects and labor-intensive programs that open up as many job opportunities as possible.
"Because from the survey that we see, the people's first request now is job opportunities. Please accommodate this in our APBD. I have also ordered the APBN for the same thing," said the President.
The method, continued the President, in the Regency, irrigation repairs could be done (with) labor-intensive, roads could also be repaired (with) labor-intensive. According to the President, what is desired now is cash for work, such as BLT, provides cash to the community, but the community must work.
"If BLT is given but the people are not working. This is given to the people, thankfully the daily payment is better, a maximum of 1 week must be paid. Later the level of consumption in the regions, then the purchasing power in the regions, Sir, Madam, all of you will be seen if this is done," said the Head of State.
In the future, according to the President, leaders are needed, both central and regional, who are reformist, happy with renewals, happy with innovations.
"Don't be routine. Make new breakthroughs, which accelerate, make breakthroughs that serve the community," the President added.
The 2017 Government Working Meeting (RKP) was attended by around 576 Regional Heads, including Governors, Regents, and Mayors from all over Indonesia.
