Telecommunication Service Customer Registration FAQ (Prepaid Card Customers)

1. What is meant by Prepaid Customer Registration?
Answer: Prepaid Customer Registration is a mandatory personal identity registration for prospective customers and existing prepaid card customers whose data has not been validated (“Customer”) by using valid population identity data as recorded in the Directorate General of Population & Civil Registration of the Ministry of Home Affairs of the Republic of Indonesia (“Directorate General of Civil Registration”). These customer registration provisions also apply to prospective postpaid customers.

2. What are the aims and benefits of registering prepaid cards for telecommunications service customers?
Answer:

  • Providing protection to the community telecommunications service users against criminal acts and acts of abuse carried out by irresponsible parties (terrorism crimes, fraud, information spam, cybercrime) and so on, so that the public/customers too more comfortable in using the services
  • Ease of providing services for telecommunications service customers, for example for online and non-online transactions.
  • This customer data can be used for the purposes of inclusive finance or the distribution of government funds or assistance and other similar things.

3. What is the difference between prepaid card registration now and previous registration?
Answer:

4. Does this prepaid card registration apply to new customers only?

Answer: Prepaid card registration is mandatory for prospective/new customers and existing customers.

5. Can customers carry out the prepaid card registration process themselves?

Answer: Yes, prospective customers and existing customers can carry out the prepaid card registration process themselves on the condition that they submit their NIK, KK number according to the KK & KTP recorded at the Directorate General.

6. Can prepaid card registration also be done at outlets owned by telecommunications service providers or at outlets of telecommunications service provider partners?
Answer: Yes, customers can also come to outlets owned by telecommunications service providers or to outlets of telecommunications service provider partners by bringing the requirements for registration.

7. What requirements must customers prepare to register a prepaid card?
Answer: The requirements that must be prepared are:

For Indonesian citizens (WNI):

  • Electronic ID card
  • Family Card (KK)

For WNA (Foreign Citizens):

  • Passport
  • KITAP (Permanent Residence Permit Card)
  • KITAS (Temporary Residence Permit Card)

8. What information is needed in the KK & electronic KTP to register a prepaid card?

Answer: The information needed is:

  • Population Identification Number (NIK) consists of 16 digits
  • Family Card Number consists of 16 digits

9. Can prospective customers and existing customers who do not yet have an electronic KK and KTP also register?

Answer: Yes, you can. If you do not have an electronic KTP, you can still register using the NIK whose information is in the KK. If you do not have a KK, you cannot register.

10. How do I register a prepaid card?

Answer: How to register a prepaid card is by typing: NIK#KKNumber# send to 4444

11. How do I register a prepaid card for foreign nationals?
Answer: Foreign nationals can register prepaid cards by visiting a telecommunications service provider outlet or a telecommunications service provider partner outlet by bringing their identity card in the form of a passport/KITAS/KITAP, then the outlet officer will record their name, passport/KITAS/KITAP number, nationality and place and date of birth.

12. Is it true that there is a data validation process for prospective and existing customers who register this prepaid card?
Answer: True. The validation process is part of the prepaid card registration process. In this process, the customer's identity data will be validated through the Ditjen Dukcapil population database.

13. How long does the validation process take?
Answer: Validation is part of the registration process which takes a maximum of 1×24 hours.

14. If there is a system disruption during the registration process, can the number still be activated?
Answer: Activation can still be done. Furthermore, Customers/Potential Customers periodically carry out the registration process until successful.

15. When will this customer registration be implemented?
Answer: The obligation to register prepaid cards is effective from 31 October 2017.

16. When is the deadline for re-registration of prepaid cards for existing customers?

Answer: The deadline for re-registration of prepaid cards for existing customers is February 28.

17. What is the impact if customers do not re-register?
Answer: Telecommunication service providers will carry out gradual blocking as follows:

  1. Blocking outgoing call services (outgoing call) and outgoing short message service (SMS) if re-registration is not carried out no later than 30 (thirty) calendar days from the date of notification of the re-registration provisions being enforced by the telecommunications service provider.
  2. Blocking incoming call services (incoming call) and incoming short message service (SMS) if you do not re-register no later than 15 (fifteen) calendar days from the date of service blocking as referred to in point
  3. Internet services will be blocked if you do not re-register within 15 (fifteen) calendar days from the date of service blocking as referred to in point

18. What should be done if a customer has difficulty registering?
Answer: Customers can contact the customer service of the telecommunications service provider (please enter the contact center number of each operator).

19. What should be done if a customer experiences difficulties or problems with population data (example: NIK not found)?
Answer: If customers experience problems with population data, please contact the Directorate General of Dukcapil customer service or visit www.dukcapil.kemendagri.go.id or via call center 1500537 (on working days and hours).

20. Are there any sanctions for customers who do not register?
Answer: Yes, there are sanctions for customers who do not complete the registration process, as follows:

  • For prospective customers, the card cannot be
  • For old customers, blocking will be carried out automatically.
  1. Blocking of outgoing call services and outgoing short message services (SMS) if re-registration is not carried out no later than 30 (thirty) calendar days from the date of notification of the re-registration provisions by the service provider.
  2. Blocking of incoming call services and incoming short message services (SMS) if re-registration is not carried out no later than 15 (fifteen) calendar days from the date of service blocking as referred to in point
  3. Internet services will be blocked if you do not re-register within 15 (fifteen) calendar days from the date of service blocking as referred to in point

21. Is there a limit to the number of numbers that can be registered for each prospective customer and existing customer?
Answer: The number of numbers that can be registered by prospective customers and existing customers can be registered by the customer concerned. (self registration) maximum 3 (three) numbers for each NIK on each telecommunications service provider. If more than 3 numbers, then the 4th number and so on can be registered through the telecommunications service provider outlet or the telecommunications service provider partner outlet.

22. What about numbers in the name of corporations (not individuals)? Do they still have to register and are they only allowed to activate 3 (three) numbers in 1 (one) telecommunications service provider? Or do they follow the rules according to individual provisions (must come to the outlet, etc.)?
Answer: The registration mechanism for corporate numbers remains registered under the name of the customer (individual). Corporate number registration is carried out by the responsible corporate officer and the number is not limited.

23. Do all the registration provisions above also apply to postpaid customers and non-cellular customers?
Answer: Yes, all of the above provisions also apply to postpaid customers as well as non-cellular customers.
