The Ministry of Communication and Information enforces Prepaid Cellular Number Registration using the Population Identification Number (NIK) and Family Card Number (KK).
The registration of prepaid mobile numbers is:
- New Registration Prime Number
- Re-register Old Number
New Registration and Re-Registration are carried out independently by sending SMS according to the Registration and Re-Registration format specified by the provider.
Each New Registration and Re-registration SMS will be given an answer or confirmation by the provider whether the New Registration and Re-registration SMS is declared valid or invalid.
New Registration Prime Number
- New Registration of New Prime Numbers starts on October 31, 2017. In order for a Prime Number to be active, the Prime Number Registration must be carried out first.
- If the SMS is declared valid, then within 1×24 hours, the Prime Number will be activated by the provider.

Additional Procedures:
- If the SMS is declared invalid, then the customer needs to check and recheck the New Registration SMS format, NIK & KK Number data that is filled in. Make sure everything is correct and uses a valid NIK & KK Number. Then do the New Registration SMS again.
- If the SMS format, NIK & KK Number data filled in are correct and valid but are still declared invalid, then the same New Registration SMS is carried out (determined 5 times SMS), then the customer will receive a notification in the form of SMS or popup SMS containing a statement so that the customer can state that the NIK & KK Number filled in are correct and valid. The customer must answer agree or ignore the statement. If the customer agrees, the customer declares that they are legally responsible for the NIK & KK Number that has been filled in. Upon the statement of agreement, the Prime Number will be activated by the provider within 1x24 hours.
Re-register Old Number
- Re-registration begins on October 31, 2017, with a validated deadline of February 28, 2018.
- If the SMS is declared valid, the number will remain active.
- Old SIM Number Re-registration Format:

Additional Procedures:

Other Explanations:
- New Registration and Re-Registration SMS are free of charge
- Access number 4444 is a number that goes to the system of each provider.
- The NIK and KK No. entries are forwarded and validated by the Ministry of Home Affairs' Dukcapil online, as a validation process.
- NIK and KK Number data are guaranteed to be safe by the provider considering that the provider has ISO 27001 and there is also a Regulation of the Minister of Communication and Information concerning Personal Data Protection.
- How can children and adolescents who do not have an ID card register? Children and adolescents, although they do not have an ID card, all have a NIK listed on the Family Card (KK). So children and adolescents can register their numbers. Of course, it is recommended that their parents know and help them.
- Filling in the Registration data with another person's NIK and KK No. without permission is an unauthorized act that can be categorized as a criminal act.
- What if I don't register, will I be subject to sanctions?
✓ For new SIM cards, starting October 31, if you do not register your new SIM card number using the NIK and KK format, the number will not be active.
✓ For Old SIM Cards:
>> Starting October 31, you can re-register and will be given a grace period until February 28, 2018.
>> If Re-registration is not carried out until February 28, 2018? then a grace period of up to 30 days is given. If Re-registration is not carried out, outgoing calls and outgoing SMS will be blocked on the 30th day.
>> If you do not re-register within the next 15 days, incoming calls and SMS will be blocked.
>> then if you still don't re-register within the next 15 days, then the internet will be blocked, so that the total number will be blocked. - Why do we need to register again? While previously we registered using our ID card data?
✓ Currently, NIK and KK No. Data can be validated for their accuracy because the Government cq Ministry of Home Affairs is ready with the IT ecosystem for Electronic KTP. By the Cellular Provider, New Registration and Re-registration SMS will be forwarded to the Ministry of Home Affairs to be checked electronically whether they are valid or invalid.
✓ New Registration and Re-registration will maintain the validity of customer identity so that comfort as a telecommunications service customer will occur and also be protected.
✓ Registration that was carried out long ago was not yet equipped with a validation process as above. - There is a limit to the number of Prepaid Numbers that can be Registered via SMS or as an independent Registration, each NIK is limited to a Maximum of 3 Prepaid Numbers for each Provider. If the Customer wants a fourth Prepaid Number and so on from the same provider, then Registration can be done by visiting the provider's outlet (Partner Outlet).
- New Registration and Re-registration for Foreign Citizens (WNA) can only be done by visiting the Cellular Telecommunication Provider/Operator Outlet (or its Partner Outlet) using Passport, Permanent Residence Permit Card (KITAP) and/or Temporary Residence Permit Card (KITAS).
- As a form of socialization, the Provider sends broadcast SMS to all its Customer Numbers containing SMS formats and other information instructions. (Public Relations Bureau of the Ministry of Communication and Informatics)
