Malang City Again Wins WTP Opinion

Surabaya (malangkota.go.id) – Malang City received an award from the Government of the Republic of Indonesia for achieving the highest standard or Unqualified Opinion (WTP) for the Regional Government Financial Report (LKPD) for the 2016 fiscal year from the Indonesian Ministry of Finance.

This award was presented by the Governor of East Java, Soekarwo, at the Republic of Indonesia Awards event for the East Java Province LPKD and the Regency/City Governments in East Java for the 2016 Fiscal Year at the Grahadi State Building, Surabaya, Wednesday (1/11).

Based on the audit of the 2016 Fiscal Year LKPD, the BPK (Supreme Audit Board) assessed that Malang City has presented information fairly in the financial report and in accordance with the criteria used by the BPK to provide an opinion on the fairness of the financial report. Thus, for the sixth time, Malang City has received a WTP opinion from the BPK RI.

Deputy Mayor Drs. Sutiaji who received this award representing Malang City expressed his gratitude to all OPD ranks within the Malang City Government for their hard work in maintaining good performance.

"Achieving the best opinion on financial reports is one indicator of healthy regional financial management practices, in accordance with statutory provisions and best practices," explained Sutiaji

Congratulations to the district/city governments that received the award were also conveyed by East Java Governor Soekarwo in his speech. For the eight districts/cities in East Java that have not received it, the East Java Governor who is usually called Pekdhe Karwo said that next year they must be able to achieve a fair opinion without exception from the LPKD results.

There are four things that must be considered in regional government financial reporting, namely the recording of fixed assets must be good. Second, human resources of the district/city government must have a good command of accounting. Third, social assistance and grants whose allocation must be appropriate, and the fourth is the mastery of the Government Internal Supervisory Apparatus (APIP) or Inspectorate of good government accounting system materials.

“There must be consultation activities help desk to the eight districts/cities. If consultation is difficult, there must be someone to help fix the records on their LKPD," said Pakdhe Karwo.

Meanwhile, the Head of the Regional Office of the Directorate General of Treasury of the Ministry of Finance of the Republic of Indonesia in East Java, R. Wiwin Istanti said that for regional governments that still receive WDP (Fair with Exceptions) opinions, this is a shared responsibility, not only the regional government concerned, but the provincial and central governments must also participate in providing guidance.
