Klojen (malangkota.go.id) – Deputy Mayor of Malang Drs. Sutiaji became a speaker in an activity entitled Parliamentary School 'Building Harmonization of the Performance of Legislative Institutions and Executive Institutions in Regional Government' organized by the Student Senate of the Faculty of Sharia, State Islamic University (UIN) Maulana Malik Ibrahim (Maliki) Malang, Thursday (16/11).

On that occasion, Deputy Mayor Sutiaji provided material on the Harmonization of the Performance of Legislative Institutions and Executive Institutions Related to the Drafting of Regional Regulations'. Starting the material, Sutiaji explained the differences in understanding between the phrases government and governance.
It is explained that what is meant by government in this case is narrowing down to the executive institution while governance includes the executive and legislative institutions. Therefore, continued Sutiaji, laws that regulate regional government are often titled Regional Government Laws because they regulate the relationship between the legislature and the executive.
"In addition, for the legislature, there is Law No. 17 of 2014 which was then made into a Government Regulation, namely PP No. 18 of 2016. This synergy can be established when the executive and legislative work in accordance with the standards stipulated in the laws and regulations," said Sutiaji.
It is also said, based on the rules of law, legislative tasks are divided into three things, namely budgeting, supervision and legislation. To carry out the main tasks and functions, bodies and commissions are formed in the legislative institution.
"The DPRD has four bodies, namely the Budget Agency, Legislation Agency, Honorary Agency and Consultative Body. In Malang City, the DPRD has four commissions that handle their respective duties and functions," he said.
Efforts to harmonize the executive and legislative branches in making regional regulations, continued Sutiaji, apart from being based on their respective duties and functions, must also start from the beginning, namely during the discussion of the academic text until it is decided in a plenary meeting.
"Legal regulations in the context of regional government are in the form of regional regulations (perda) which are discussed jointly by the legislative and executive branches," he emphasized.
On that occasion, Deputy Mayor Sutiaji also explained the journey of the Regional Government Law from Law No. 32 of 2004 which was then revised to Law No. 23 of 2014 and not long after revised again to Law No. 2 of 2015 before being revoked by the government.
Currently, the latest Regional Government Law is Law No. 9 of 2015 which adds several provisions regarding the duties and authorities of regional heads and deputy regional heads.
In addition to Deputy Mayor Sutiaji, the Parliamentary School was also filled by other speakers, namely Member of the Malang City DPRD, Moch. Syahrawi Yazid and Academician from UIN Malik Ibrahim, Jundiani. The Parliamentary School was also attended directly by the Dean of the Faculty of Sharia UIN Malang, Syaifullah. (say/yon)
