SPM itself is a certificate to obtain health service facilities whose budget is provided by the local government. SPM recipients are poor people who are not yet included in health insurance, either national health insurance, recipients of contribution assistance or regional health insurance.

Malang City Government prioritizes services for residents with a system online. With the training of e-SPM service operators, it is expected that when the program is launched in 2018, all services can immediately run optimally.

"Residents no longer need to come directly to the Social Service or Health Service. All services can be done simply at the sub-district office," he explained again.
