Jakarta - The government has temporarily stopped high-risk elevated and heavy-duty construction work across all infrastructure development projects in Indonesia. The policy was announced by Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono together with Minister of Transportation Budi Karya Sumadi, Minister of SOEs Rini Soemarno, and President Director of PT. Adhi Karya who is also Chairman of the Indonesian Contractors Association (AKI) Budi Harto after a meeting with BUMN Karya to discuss steps to ensure construction safety and security at the PUPR Ministry Office, Jakarta, (20/2/2018).
Minister Basuki said this step was taken to ensure the safety and security of workers and users of construction services. The temporary suspension is only carried out on elevated construction work that falls within the eight criteria set by the Construction Safety Committee (KKK). Non-elevated construction work continues. The temporary suspension is followed by a thorough evaluation by the KKK.The eight project criteria that were evaluated were work that (1) used slender concrete I-beams/girders, (2) used a hanging scaffolding system, (3) used a precast/in situ balance cantilever system, (4) used a launcher beam/frame system, (5) had a large tonnage, (6) had a lifting capacity to load ratio of less than 5, (7) had a formwork system safety factor of less than 4, and (8) used a cable system.
Based on these criteria, there are 36 projects whose elevated construction work has been temporarily stopped and evaluated, consisting of 32 toll road projects, 3 light rail transit (LRT) construction projects and 1 double double track (DDT) railway project. The letter regarding the temporary suspension of elevated construction work has been submitted by Minister Basuki on February 21, 2018 to construction companies, both state-owned and private, working on these projects, as well as to the Heads of the National Road Implementation Centers/Centers.
The government emphasized that not all work on the 36 projects was temporarily stopped. Non-elevated construction work such as asphalting, rigid pavement, field cleaning, and other infrastructure development continued. The government also believes that the evaluation will not hinder construction work in the field. If the project has met the requirements and can be approved, work can continue.
"The decision to continue or not the construction work of the flyover depends on the results of the evaluation, project by project and does not have to be simultaneous," said Minister Basuki.
In conducting the evaluation, KKK uses eight assessment criteria, each consisting of a number of indicators. The eight assessment criteria are (1) the design can be built safely, (2) meets the provisions of Occupational Safety and Health (K3) Construction, (3) uses competent certified workers, (4) uses equipment that meets eligibility standards, (5) uses materials that meet quality standards according to SNI, (6) uses technology that meets eligibility standards, (7) implements Standard Operating Procedures (SOP), and (8) the existence of a supervisory consultant.
The first elevated construction project to resume work after the temporary suspension was the construction of the Holtekamp Bridge in Jayapura, Papua. The lifting of the bridge's center span was carried out on Wednesday (21/2), one day after the government announced the temporary suspension policy. The process was carried out after being evaluated by the KKK and the Long Bridge and Road Tunnel Safety Commission (KKJTJ) and declared that it could be continued.
The government expects a proactive attitude from construction companies so that evaluations can be carried out immediately. Construction companies are asked to prepare related documents and submit them to the KKK. To expedite the implementation of the evaluation, the KKK has opened its secretariat office every day, including Saturdays and Sundays.
"Projects that have met the established criteria will be continued with inspection and the issuance of recommendations," said Director General of Construction Development Syarief Burhanuddin as Chairman of KKK. (*)
