Jakarta, April 30, 2018 – As a form of coordination of the alignment of the national development plan with the regional development plan and in accordance with the mandate of Law Number 25 of 2004 concerning the National Development Planning System, the Ministry of PPN/Bappenas held a National Development Planning Deliberation (Musrenbangnas) in order to prepare the 2019 Government Work Plan (RKP) at the Grand Sahid Jaya Hotel, Jakarta. The 2019 Musrenbangnas RKP was opened by the President of the Republic of Indonesia Joko Widodo and attended by the leaders of High State Institutions, Ministers and Heads of Non-Ministerial Government Institutions, Governors, Regents/Mayors, and other development stakeholders. Continuing the previous year, the policy for preparing the 2019 RKP which carries the theme "Equitable Development for Quality Growth" continues to emphasize strengthening the implementation of the Money Follows Program principle through a Thematic, Holistic, Integrative, and Spatial (THIS) approach.
"RKP 2019 pays attention to three things, first, strengthening planning and budgeting by sharpening National Priorities and Priority Programs in 2019 and strengthening coordination between Ministries/Institutions and Central-Regional. Second, planning control, which is carried out by compiling priority development projects to ensure that planning is carried out properly. Third, strengthening regional-based planning which is carried out by compiling priority projects to detailed development location plans. Fourth, sharpening the integration of funding sources," said Minister of PPN/Head of Bappenas Bambang Brodjonegoro in his opening speech at the 2019 RKP Musrenbangnas. In the final year of the implementation of the 2015-2019 National Medium-Term Development Plan (RPJMN), the government is focusing on implementing five National Priorities, namely: (1) Human Development through Poverty Reduction and Improvement of Basic Services; (2) Reducing Disparities between Regions through Strengthening Connectivity and Maritime Affairs; (3) Increasing Economic Added Value and Job Creation through Agriculture, Industry, Tourism and Other Productive Services; (4) Strengthening Energy, Food and Water Resources Security; and (5) National Security Stability and Election Success.To support integrated regional and area development, the 2019 RKP will be supplemented with a supplement to the national priority project integration map. The map will illustrate the integration of indicative funding for national priority projects to be implemented by the central government, regional governments, and support from the private sector and BUMN in a regional-based locus. For example, there is a map of priority projects in the development of the Mandalika Special Economic Zone (KEK) and the National Tourism Strategic Area (KSPN) in West Nusa Tenggara Province in 2017-2019. In achieving national development targets, synergy and integration of funding sources are needed, both from the APBN, foreign and/or domestic loans/grants, and funding sources from the private sector and State-Owned Enterprises.
The involvement of the private sector and state-owned enterprises in financing development is important, both to meet fiscal space limitations and to provide better services to the community. This involvement is carried out through various schemes, including through the Government and Business Entity Cooperation (KPBU) scheme in providing infrastructure, as well as through the Non-Government Budget Investment Financing (PINA) scheme. "In the initial draft of the 2019 RKP, it has been planned that infrastructure development will be funded through the KPBU scheme of 14,5 trillion rupiah and the target investment financing facilitated through the PINA scheme of 41,1 trillion rupiah. With the synergy and integration of these financing sources, the achievement of national development targets is expected to be carried out more quickly and optimally," said Minister Bambang.
Regional Development Awards 2018
Since 2011, the Ministry of PPN/Bappenas has routinely given the Pangripta Nusantara Award to Regional Governments with the best development planning. However, starting in 2018, the award changed its name to the Regional Development Award. The assessment of the award is now more comprehensive by not only considering the planning elements, but also the achievements of regional development. The 2018 Regional Development Award was given to the three best provinces, three best districts and three best cities. The judging was carried out through a tiered process involving various parties, including professionals, academics and development practitioners. The objects and scope of the assessment include the Regional Development Work Plan (RKPD) document, the RKPD preparation process, the achievement of the implementation of the RKPD document and the innovations developed as well as special assessments related to the implementation of development in the region. *(SNA)
