Reaching Out to Serve, BKN Targets ASN Competency Equality in Papua and West Papua

Acceleration of welfare development in Papua and West Papua Provinces has been set as a national work agenda by the President of the Republic of Indonesia, specifically targeting the frontier (border), remote, and underdeveloped regions. One of the development strategies in Papua and West Papua set out in this program is to provide assistance to local government officials and the community. The implementation of this national program is conveyed through Presidential Instruction (INPRES) Number 9 of 2017 concerning Acceleration of Welfare Development in Papua and West Papua Provinces.

As a follow-up to the Presidential Instruction, BKN became the first agency to move to the Provinces of Papua and West Papua to reach out to civil servants in the two regions through the Civil Servant Service Approach Program (P2K) in order to... “Reaching Out to Serve” strengthening governance and institutions in Papua and West Papua.

To implement the P2K Program, BKN has gradually deployed 200 personnel covering 22 regencies in the Papua Province and 13 regencies in the West Papua Province. The personnel involved consist of BKN Central Civil Servants and BKN Regional Offices spread across 14 provinces from Aceh to Jayapura, as well as a form of strengthening diversity in eastern Indonesia. The P2K Program will run for a period of implementation from April to May 2018.

This program focuses on 3 components of personnel management, namely (1) Updating ASN personnel data; (2) Dissemination of the latest personnel regulations in accordance with Law Number 5 of 2014 concerning ASN; and (3) Simulation Computer Assisted Test (CAT) BKN, with details of activities as follows:

  1. Synchronization, verification and validation of personnel data;
  2. Socialization "My SAPK” (Personnel Service Application System);
  3. Dissemination of personnel regulations which include Government Regulation Number 11 of 2017 about Civil Servant Management; BKN Regulation Number 21 of 2017 concerning Procedures for Inauguration and Taking the Oath of Appointment for Administrator Positions, Supervisory Positions, Functional Positions, and High Leadership Positions; BKN Regulation Number 24 of 2017 regarding the Procedures for Granting PNS Leave; BKN Regulation Number 2 of 2018 regarding the Procedures for Providing Technical Considerations for Retirement.
  4. Simulation BKN CAT for recruitment and promotion/transfer systems in Papua;
  5. Problem solving promotion, retirement and transfer;
  6. Technical guidance for preparation Employee Performance Targets (SKP).
