Klojen (malangkota.go.id) – The Civil Servant Investigator Secretariat (PPNS) of Malang City was launched by the Regional Secretary of Malang City yesterday, Monday (14/5) at the Malang City Civil Service Police Unit (Satpol PP) Office.
In addition to the Regional Secretary of Malang City, Drs. Wasto, SH, MH, this event was also attended by the Head of the Malang City Satpol PP, Drs. Priyadi, MM, Head of the Malang City Barenlitbang Erik Setyo Santoso, ST, MT, members of the Malang City PPNS, Kowas Polresta Malang, the ranks of heads of divisions and heads of sections throughout the Malang City Satpol PP, and other invitees.
In his speech, Wasto revealed that the Malang City PPNS Secretariat is intended to provide space for PPNS activities within the Malang City Government so that they can immediately maximize their duties and functions as PPNS placed at the Malang City Satpol PP Office.
Thus, he said, it will later make it easier to enforce regional regulations so that the Satpol PP and PPNS can carry out coordination optimally.
Wasto hopes that in the future it can be improved further and its existence can improve the enforcement of regional regulations in Malang City.
"One of the meanings of Regional Autonomy according to Law Number 23 of 2014 concerning Regional Government is the authority of autonomous regions to regulate and manage the interests of local communities according to their own initiative based on the aspirations of their communities in accordance with applicable laws and regulations," he explained.
Based on this understanding, he added, the logical and legal consequences of every implementation of affairs that have been decentralized to autonomous city/district regions must be regulated in regional laws and regulations.
Furthermore, Wasto said that every regional regulation that is not obeyed by the legal subject will be enforced by Satpol PP and in the investigation stage to reveal the violation is carried out by PPNS. "Thus, the role of Civil Servant Investigators is very strategic in order to help ensure that every regional regulation is obeyed," he said.
"As a concrete manifestation of the intended role, every regional regulation always includes a definition of examination and investigation, while also regulating provisions on investigations which in essence regulate the authority of PPNS in carrying out their main duties and functions," he explained again.
Currently, the number of PPNS in the Malang City Government is 41 PPNS with details of 11 people who have been sworn in and have a SKEP, 24 people only have a SKEP and have not been sworn in, six people only have a STTPL.
In 2017, there were 625 cases, 547 cases have been handled by PPNS and 78 have not been handled. While in 2018 until May there were 220 cases. In order to optimize the role of PPNS in resolving various unresolved cases related to the enforcement of Malang City regional regulations, the existence of this secretariat is absolutely necessary as a forum and media for communication, coordination, administrative facilitation, operational monitoring and evaluation of PPNS in each regional apparatus organization of the Malang City Government.
Therefore, the launch of the Malang City PPNS Secretariat is very important to be carried out in order to improve the role of PPNS through more intensive and targeted investigation management to maximize the enforcement of regional regulations in Malang City.
"In line with this, I hope that the existence of this facility should also be followed by good care and maintenance, so that it can continue to support the implementation of daily tasks, especially in providing optimal, best, fast and satisfying services for the community," concluded Wasto.
