Kedungkandang (malangkota.go.id) – The inauguration and oath-taking of functional positions within the Malang City Government was held at the Ken Arok Sports Arena (GOR) in Malang City, Tuesday (15/5).
477 ASN consisting of 369 teachers, 54 health workers, 54 non-teaching and health workers lined up neatly and orderly following a series of inauguration and functional oath-taking processes.
The inauguration and oath-taking of functional positions within the Malang City Government was carried out for the first time in accordance with the mandate of Law No. 5 of 2014 concerning State Civil Apparatus and PP Number 11 of 2017 concerning Civil Servant Management, Article 87, which reads 'Every civil servant who is appointed as a functional official must be appointed and take an oath/promise according to their religion or belief in God Almighty'.
As is known, the role of the Malang City Government as the implementer of regional autonomy greatly requires good human resources (HR) of the regional government apparatus, who have a high mentality, ability, skill and professionalism in carrying out their duties in an effective and efficient manner.
Acting Mayor of Malang Dr. Ir. Wahid Wahyudi, MT revealed that the aspect of human resource development is an important and absolutely necessary part as an effort to improve the quality, potential, attitude and good personality traits, so that they can face the demands of current tasks, as well as answer future challenges.
"Therefore, the quality of human resources for implementation continues to be improved by the Malang City Government, including the placement of someone in a functional position, which currently numbers 3.702 or 49,8 percent of the total number of ASN in Malang City," explained Wahid.
"This activity is carried out to fill vacancies in functional positions, replace retired civil servants, and due to horizontal mutations or promotions," he added.
This shows the existence of trust and recognition regarding the ability and competence of a civil servant to hold a functional position. By providing opportunities like this, it means that the Malang City Government has made efforts to develop civil servants through clear career levels so that civil servants will be motivated to work and excel.
Wahid Wahyudi also hopes that the functional officials who are appointed will be able to carry out their functions and duties related to functional services based on certain expertise and skills that they have mastered, so that they can contribute to accelerating the achievement of organizational performance.
"The shortage of functional positions of 575 should be proposed to the Ministry of State Apparatus Empowerment and Bureaucratic Reform during the next CPNS recruitment. As well as proposing basic functional position training, facilitating the personnel administration process for each functional position, including credit score assessment," he explained again.
Hopefully, with such efforts, he continued, the need for functional positions within the Malang City Government will be fulfilled according to needs so that they are able to carry out their duties and functions based on certain expertise and skills according to their positions in order to improve the best service to the community.
Lastly, the man who also serves as the Head of the East Java Provincial Transportation Agency also left a message for functional officials, especially teachers, to be able to carry out their duties to open the horizons of their students' thinking for the progress and quality of the young generation in Malang City.
The inauguration and oath-taking process of the functional positions was also attended by the Regional Secretary of Malang City Drs. Wasto, SH, MH, along with the heads of OPDs within the Malang City Government. (cah/yon)
