TWUIN PDAM Malang City Attracts SPBE Evaluation Team

Jakarta (malnagkota.go.id) – The Malang City Government delegation led by the Regional Secretary of Malang City Drs. Wasto, SH, MH attended the evaluation interview stage of the Electronic-Based Government System (SPBE) organized by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPANRB) at the Grand Kemang Hotel, Jakarta, Tuesday (31/7).

The SPBE evaluation, which was first implemented in 2018, is an implementation of the Regulation of the Minister of PANRB Number 5 of 2018 concerning Guidelines for the Evaluation of Electronic-Based Government Systems, which aims to measure the achievements of each ministry/institution/regional government in three main aspects, namely Policy, Governance and Electronic-Based Government Services or what is often known as the term eGovernment.

Starting his presentation, Malang City Regional Secretary Drs. Wasto, SH, MH revealed that the Malang City Government is committed to and has implemented various electronic-based government services as part of the mandate of Mayor Regulation Number 92 of 2016 concerning Changes to the Malang City Bureaucratic Reform Roadmap for 2015-2019.

"In practice, SPBE in Malang City with reference to Malang Mayor Regulation Number 45 of 2014 concerning General Guidelines and Standardization of ICT Governance has been implemented starting from the planning and budgeting process, financial management, procurement of goods and services, personnel, complaints, to various public services," he explained to the evaluation team from Gajah Mada University.

Responding to this, the evaluation team also asked the Malang City Government delegation to show supporting evidence such as regional regulations/regional head regulations, system manuals and demonstrations of the use of the systems that were this time proposed as innovations from Malang City.

The technical team from Barenlitbang, the Communication and Information Service, the Health Service, the Organizational Section, the SDA and Infrastructure Development Section and the Malang City PDAM then took turns demonstrating the system that had been developed in front of the evaluation team.

Critical questions were raised by the evaluation team who seemed enthusiastic about the various breakthrough efforts developed in Malang City. One of the most interesting ones for the evaluation team was the TWUIN application. (Total Water Utility Integrated Network) or the Comprehensive Integrated Water Utility Network System which has been pioneered by PDAM Malang City since 2008 and has now been able to realize an example of integrated public services in this case for the provision of drinking water services in Malang City.

Built largely independently by skilled IT staff at PDAM, now customer service, task distribution and monitoring of employee and organizational performance, correspondence processes, complaints, to network control and drinking water quality can be done electronically, integrated and in real-time so that PDAM Malang City often becomes a national reference.

The implementation of the system allows mapping of customer locations that require handling. Even now a location-based complaint response system is being developed, so that every officer closest to the location can be immediately given the task of responding. Similar to the online transportation mechanism.

After listening to the explanation and practical operation of this system, the evaluation team expressed their hope that they could recommend its replication in other regions in Indonesia.

"This is a testimony of a service system that has successfully grown because it is not only viewed from the technological side, but also includes investment in increasing human resources and organizational capacity as a foundation. This is what we will use as the common thread for implementing SPBE in Malang City," said Wasto closing his presentation. (say/yon)
