Klojen (malangkota.go.id) – In order to maintain the running of the wheels of government in Malang City following the vacancy of the leadership and members of the Malang City DPRD, the Oath-Taking/Promise-Taking of Replacements for Interim Members of the Malang City DPRD for the 2014-2019 Membership Period was held on Monday (10/9) in the Plenary Meeting Room of the Malang City DPRD.

Indonesian Minister of Home Affairs Tjahjo Kumolo had the opportunity to attend and witness the oath-taking process accompanied by the Governor of East Java Soekarwo, Director General of Regional Autonomy of the Ministry of Home Affairs Sony Sumarsono and Acting Mayor of Malang Drs. H. Sutiaji.
In his remarks, the Governor of East Java, Soekarwo, said that the implementation of the oath-taking/promise-taking of the PAW of 40 members of the Malang City DPRD had gone through several stages which were directly processed by the East Java Provincial Government.
According to the man who is familiarly called Pakdhe Karwo, the relatively fast performance shows that the party system and bureaucracy are running very well. "All this hard work is done to speed up the process so that the wheels of government can run again and the community can be served well," added Soekarwo.
Due to the vacancy of the Malang City DPRD member seat, the Governor of East Java with direct permission from the Indonesian Minister of Home Affairs has implemented policy discretion aimed at facilitating the implementation of government, filling vacancies, providing legal certainty and overcoming government stagnation in certain circumstances. "This fourth point is our concern and underlies the implementation of today's event," he said.
"Taking immediate action to provide benefits to the people of Malang City is also our main concern, besides certainty and justice," he emphasized again.
Pakdhe Karwo also advised the DPRD members who had just taken their oath and promise that when compiling the APBD, the activities to be ratified must have been included in the KUA-PPAS.
In terms of public service, Malang City and East Java are already extraordinary, only the integrity of the perpetrators is lacking. For that, the refreshment of the ulama and umara is also important to be implemented.
The Minister of Home Affairs of the Republic of Indonesia, Tjahjo Kumolo, said the same thing, saying that the occurrence of criminal acts of corruption in an institution depends on the integrity of the perpetrators within it, so that everything goes back to the behavior of each individual.
Minister Tjahjo Kumolo also said that his presence along with the team from the Ministry of Home Affairs in Malang City was not only to witness and ensure that the oath-taking process ran smoothly, more than that, our team's presence was also to provide assistance and facilitation to the Malang City DPRD to immediately carry out its duties.
"One form of assistance and facilitation that we provide is to help establish all the devices that can support the smooth implementation of their duties, especially in terms of legal products," he explained.
He also gave his appreciation to the East Java Provincial Government which has moved quickly to overcome the existing problems. One of them is consolidating with political parties, KPU, Bawaslu, Forkopimda and the Regional Government so that this inauguration can be carried out.
"This is important to build effective and efficient governance. Do not let decision-making, especially those related to the budget in the current year, be disrupted," he said.
All functions of the DPRD, he continued, including the function of forming regional regulations, the function of supervision, as well as the function of managing and mobilizing the community must be able to run well.
"In the future, Malang City will always be our concern at the Ministry of Home Affairs because what happened in Malang City is the first time this has happened in Indonesia, where this has caused one of the institutions to become stuck in its function because there is no quorum," he said.
The final message from the Minister of Home Affairs is that all members of the Malang City DPRD must know which areas are prone to corruption, such as tax levies and procurement of goods and services, so that all decision-making can be carried out properly. (say/yon)
