LAN Researcher: It is Right for Malang City to Become an Innovation Trendsetter

Jakarta (malangkota.go.id) – Asymmetric Decentralization Expert from the State Administration Institute (LAN), Tri Widodo gave an appreciative comment when responding to the statement of the Mayor of Malang Drs. H. Sutiaji at the 2018 Innovative Government Award Assessment Forum initiated by the Indonesian Ministry of Home Affairs.

"From the Malang Waste Bank to the emergence of thematic villages, all of them are able to become magnets that are followed by other regions. So it is right that Malang City becomes trendsetter innovation," said Tri Widodo, Tuesday (04/12/2018) at the Ministry of Home Affairs Office.

Previously, in his presentation, the Mayor of Malang, Drs. H. Sutiaji, emphasized that the strength of Malang City is collaboration. There are five pillars that collaborate, namely government, academics, private sector, society and media.

Sutiaji also revealed that the latest innovation in Malang City is the reform of the state civil apparatus (ASN) through the auction of the performance of regional apparatus organizations (OPD).

"The performance auction will require OPD leaders to think and act creatively and innovatively. If the target is only focused on five years, that is not innovation. There must be shortcut", breakthrough steps from an official," explained Sutiaji.

On this occasion, Sutiaji was accompanied by the Regional Secretary of Malang City Drs. Wasto, SH, MH, Head of Public Relations of the Malang City Regional Secretariat Muhammad Nur Widianto, S.Sos, and the Malang City Research and Development Agency team.

The presence of the Mayor of Malang and the ranks of the Malang City Government at the Ministry of Home Affairs was to take part in a series of assessments for the 2018 Innovative Government Award. Where the City of Malang has gone through a verification process and visit on November 19, 2018, Malang City was then named as a nominee for the ten Most Innovative Cities.

Meanwhile, the Head of the Center for Research and Development of Regional Innovation of the Ministry of Home Affairs of the Republic of Indonesia, Drs. Safrizal ZA, M.Si said that there are five provinces, ten cities, ten districts and two underdeveloped regions that are nominated for the Very Innovative City.

"We present the provinces, districts and cities, and we ask the regional heads to present at the Ministry of Home Affairs office. In our observation, Malang City has 138 regional innovations, and there are six that we specifically see the progress of. Among them are related to GAMPIL population services, TUiN PDAM services, Brexit Health Center services, SINGO sub-district services, SIPETARUNG spatial planning services, and thematic villages," explained Safrizal.

In this event, the Ministry of Home Affairs presented panelists or assessment teams from the Ministry of Research, Technology, and Higher Education of the Republic of Indonesia (Kemenristekdikti), the Ministry of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia (PANRB), the Ministry of Communication and Informatics of the Republic of Indonesia (Kemenkominfo), the Indonesian Institute of Sciences (LIPI), the State Administration Institute (LAN) and academics.
