Malang Mayor Urges ASN to Obey Presidential Decree on Procurement of Goods/Services

Klojen (malangkota.go.id) – Government procurement of goods/services is part of the process of managing regional assets which cannot be separated from regional financial management.

Mayor of Malang Drs. H. Sutiaji when giving a speech and opening the Socialization of PA/KPA Authority and Mitigation of Procurement of Goods and Services Risks in the Malang City Government Environment in 2019, at the Aria Gajayana Hotel, Malang City, Tuesday (22/01/2019).

Financial management used for procurement of goods/services is a form of achieving the objectives of regional financial allocation, so that in the function of organizing the procurement of goods/services, budget users and authorized budget users become the dominant parties in the governance of its implementation.

Several of these things were conveyed by the Mayor of Malang, Drs. H. Sutiaji when opening the Socialization of Budget User Authority (PA)/Budget User Authority (KPA) and Mitigation of Procurement of Goods and Services Risks in the Malang City Government Environment in 2019, at the Aria Gajayana Hotel, Malang City, Tuesday (22/01/2019).

The budget user, continued the bespectacled man, is an official who holds the authority to use the regional apparatus budget. While the authorized budget user, in the implementation of the APBD is an official who is given the authority to carry out part of the budget user's authority, in carrying out part of the duties and functions of the regional apparatus.

"The duties, responsibilities and authorities are clearly regulated in Articles 9 and 10 of Presidential Regulation No. 16 of 2018 concerning Government Procurement of Goods/Services, so that the intent of the article can be understood that in terms of attributes as KPA and PPK (Commitment Making Officer), as long as the PA does not delegate the authority that exists to him," explained Sutiaji.

Another thing that really needs to be considered regarding the duties and roles of PA or KPA in the procurement of goods/services, he explained, is when PA shares duties or delegates authority to KPA or when PA/KPA shares duties or delegates authority to PPK.

Furthermore, Sutiaji said, based on this, the task and authority to 'carry out actions that result in expenditure on the burden of the budget and enter into cooperation agreements/bonds with other parties within the established budget limits', is an authority that can be delegated from the PA/KPA to the PPK.

PPK is the party that is given the mandate in the form of an assignment to carry out an important role in managing the implementation of procurement of goods/services, starting from the planning process to the handover of work results, which refers to Presidential Regulation No. 16 of 2018 concerning Government Procurement of Goods/Services.

And followed by the implementation of the electronic procurement system application (SPSE) version 4.3. which is expected to minimize acts of corruption, collusion and nepotism, as well as increase efficiency, transparency and effectiveness of procurement of goods/services.

Related to this, especially in providing opportunities for micro and small businesses, so that they can develop their businesses. "Therefore, it is expected that regional apparatuses will immediately prepare a general procurement plan as an initial stage that must be carried out by PA/KPA before the procurement of goods/services is carried out," explained Sutiaji.
