Klojen (malangkota.go.id) – Malang City Government held a Commemoration Ceremony of Regional Autonomy Day XXIII in the front yard of Malang City Hall, Thursday (25/4/2019). Malang Mayor Drs. H. Sutiaji acted as the ceremony inspector on this occasion.
The 23rd Regional Autonomy Day Commemoration in 2019 carries the theme 'Improving the Quality of Better Indonesian Human Resources Through the Implementation of Creative and Innovative Regional Autonomy'. This commemoration theme is a reflection of the existence and expectations of the community to the government in improving the quality of human resources to empower regional autonomy in realizing regional independence, progress and welfare.
In the speech of the Minister of Home Affairs, Tjahjo Kumolo, read by the Mayor of Malang, it was conveyed that the journey of regional autonomy after the reformation until now can be said to have achieved a lot of progress. Regional autonomy has provided a solution to encourage the progress of regional development, where local communities are encouraged and given broad opportunities to develop their creativity and innovation.
"The goal of regional autonomy is to realize people's welfare through improving services and active community participation," said Sutiaji reading the Minister of Home Affairs' speech, Thursday (25/4).
In addition, it is hoped that regions will be able to increase their competitiveness by paying attention to the principles of democracy, equality, justice, privileges, special characteristics and the potential for regional diversity.
According to the Minister of Home Affairs, there are at least three principles that have changed drastically after the implementation of decentralization and regional autonomy policies.
First, regional autonomy has really encouraged a culture of democracy in the midst of community life. Second, regional autonomy has fostered a climate of freedom of assembly, association and expressing thoughts openly for the entire community.
Third, with the decentralization that has been running so far, various policies concerning the interests of the community no longer have to go through a long and complicated process, but have become very efficient and responsive.
In the implementation of regional autonomy, Sutiaji continued, it is not possible to consider the community merely as a 'consumer' of public services, but rather requires the ability to treat the community as "citizens" including how to improve the quality of human resources.
For that, all state civil apparatus must provide better quality of public service as a form of implementing bureaucratic reform in the province and district/city areas. Thus, the regional government must be able to adapt to the interests of the community, where the community is increasingly aware of their rights and obligations as citizens in obtaining services.
Sutiaji also stated his stance to support the Minister of Home Affairs in overseeing regional autonomy so that it is always filled with activities to improve the performance of regional government administration that is oriented towards public services in order to realize people's welfare and improve human resources through creative and innovative activities.
And encourage the emergence of independence driven by regional creativity and innovation in optimizing various existing resource potentials, both human resources and natural resources, which will significantly support and strengthen national development within the framework of the unitary state of the Republic of Indonesia.
"We will also always improve the performance of government administration through the harmony of the relationship between the central government and the regional government, the harmony of the relationship between the regional government and the DPRD and the community, so that a synergistic governance relationship is created," said Sutiaji.
