Klojen (malangkota.go.id) – The Sunset Policy III program initiated by the Malang City Regional Tax Service Agency (BP2D) has officially ended. The Urban Land and Building Tax (PBB) fine amnesty program, which is also a national model, has received a good response from the community.
Based on data collected by BP2D Malang City since the Sunset Policy III was launched on November 25, 2018 and ended on April 26, 2019, a total of 10.468 Taxpayers (WP) took advantage of this program with a realization of more than IDR 6,8 billion.
"Alhamdulillah, this program can be utilized well by the residents of Malang City. Hopefully, its implementation will be right on target and in the future will increase public awareness to fulfill their tax obligations," said Head of BP2D Malang City Ir. Ade Herawanto, MT, Thursday (02/05/2019).
Sunset Policy III was officially launched by the Mayor of Malang, Drs H Sutiaji, along with the Arema Tax Awareness V 2018 Healthy Walk in the context of Heroes' Day and ended during the Arema Tax Awareness VI Healthy Walk in commemoration of the 105th Anniversary of Malang City.
By utilizing the Sunset Policy program, Urban PBB Taxpayers receive relief in the form of elimination of administrative sanctions or fines for late payment of PBB that has not been paid since the 1990s until the period 2018.
The reality on the ground shows that many small communities have been in arrears with their PBB since the 90s and have difficulty paying a fine of two percent per month.
Meanwhile, in addition to increasing regional tax revenue in real terms, the Sunset Policy has been proven to increase potential PBB revenue in the future, because this policy stimulates asset owners to take advantage of the tax relief period.
The implication is that assets that have been ownerless are now known to their owners. In the future, they will also pay their tax obligations more orderly because they are not burdened with arrears.

He added that the Sunset Policy also provides new awareness to the public so that they do not need to cover up or keep their asset ownership secret from the reach of tax authorities. Because in the end, the amount of payment will accumulate along with the fines.
"That way, if so far there are still many taxpayers whose addresses and tax objects are not monitored, now they can be tracked so that in the following years they will become active and tax-compliant taxpayers," said Sam Ade.
From the previous two editions, the Sunset Policy program managed to collect around Rp2 billion from 6.834 Taxpayers (WP). With details on the implementation of Sunset Policy I which was carried out in the framework of the Commemoration of the 71st Anniversary of the Proclamation of Indonesian Independence in 2016, the total number of SPPT paid was 4.928 with a payment realization of Rp1.507.763.584.
Then, in Sunset Policy II which was launched in the framework of the 103rd Anniversary of Malang City in 2017, the total number of SPPTs paid was 2.383 with payment realization of Rp587.254.343.
It is no wonder that due to this achievement, the Sunset Policy program from BP2D Malang City received special appreciation from the Indonesian Ministry of Finance and was used as an example for other regions in the program for handling regional tax arrears.
Even in mid-December, the Widyaiswara team from the KNPK Education and Training Center-Financial Education and Training Agency of the Ministry of Finance came directly to the BP2D Office of Malang City to conduct interviews and take videos, the material of which will later be used as a reference for learning and examples of tax education for other regions throughout Indonesia.
"This Sunset Policy certainly deserves high appreciation, because what the Malang City Government is doing is a policy that makes it very easy for the community to fulfill their regional tax obligations," said Arvan Carlo Djohansjah, an Associate Expert Widyaswara who led the team to Malang.
According to him, there are not many other regions in Indonesia that can implement policies like this well. "The parameters of good values themselves are quite numerous, such as related to positive responses from the community, measurable acceptance, comprehensive delivery and many more. And the Malang City Government through BP2D did it very well," continued the bespectacled man.
Arvan added that he hopes that the Sunset Policy program can provide significant education to the community, not only in Malang City but also throughout Indonesia in terms of fulfilling regional tax obligations.
"In the future, it will be better integrated and cover other types of taxes, and hopefully it can be applied by other regions in Indonesia," he said.
Positive appreciation was also expressed by the Mayor of Malang, Drs. H. Sutiaji. He said that what Sam Ade and the BP2D staff had done was on the track.
"However, continue to sharpen steps through new breakthroughs. The spirit of increasing regional income achievement, I hope, is also followed by increasing community participation.
