Malang City DPRD Wants to Produce Quality Regional Regulations

Such as absorbing the aspirations of the community, carrying out controlling, budgeting and planning as the main function of people's representatives.

Of the many tasks and responsibilities, one of them is creating and completing regional regulations (perda).

In this regard, the newly inaugurated members of the Malang City DPRD for the 2019-2024 period also have a pile of homework.

From the previous DPRD management period, for example, there are still three draft regional regulations that are still being and will soon be completed, namely draft regional regulations related to alcoholic beverages (minol), the Various Business Monument (Tunas) and Regional Property (BMD).

Of the three draft regional regulations, according to the Chairperson of the Malang City DPRD, I Made Rian Diana Kartika, several articles have been discussed, but his party agreed to discuss all the draft regional regulations from the beginning.

"Why is that? Because we don't want to agree and ratify rules that we didn't discuss from the beginning. Thus, we can also produce credible and quality rules," he said, Saturday (26/10/2019),

To realize this, explained the PDI Perjuangan politician, his party and several special committees have consulted with legal experts, especially regarding draft regional regulations or articles that are considered crucial, such as regulations related to alcoholic beverages. "Likewise with the executive, we have consulted and communicated several times regarding the three draft regional regulations," added Made.

Likewise, regarding the budget for the discussion of the three draft regional regulations. The budget allocation continues from the discussion of the draft regional regulations by the previous DPRD, aka it is not budgeted again. However, the amount of the budget is adjusted to what has been previously determined.

Of the three draft regional regulations, Made said that the executive previously targeted that they could be completed in December 2019. However, this was impossible to realize, considering that until November 4, 2019, DPRD members were still focused on compiling the 2020 Draft Regional Budget, and after that they would complete the three draft regional regulations.

"We don't want to be rushed and appear to be in a hurry to make the rules, because it is certain that the results will not be optimal. It is impossible to do two jobs at once, because it will definitely not be focused, so we finish them one by one. We do prioritize quality over quantity in working, so that the impact will be positive for various parties, especially the community," explained Made.

He further said that the three draft regional regulations are likely to be completed in April or at the earliest in March 2020. In addition to intensive discussions, what is no less important is the public test of the three draft regional regulations before they are finally determined.

"Later, we will gather religious figures, community leaders, youth leaders and various elements of society related to the three draft regional regulations," explained Made.

As with the Tunas draft regional regulation which will maximize and expand the function of the Slaughterhouse (RPH) as one of Malang City's BUMDs or a very potential source of Regional Original Income (PAD).

If so far RPH only slaughters animals, he continued, then in the future the plan will be expanded, such as processing and selling healthy and consumable meat. "Later we will test the public, so that the public knows and understands the draft regional regulation that we have prepared," explained Made.

From the results of the public test, he said, his party will convey to the East Java provincial government and the central government through the Ministry of Law and Human Rights. "If there are no problems and the draft regional regulation that we have prepared and the public test is worthy of being a regional regulation, then it will be stipulated immediately," added Made.

"With a working system like this, we are optimistic that we can produce credible, quality and pro-people regulations, which will certainly have an impact on the welfare of the people," he concluded. (say/yon)
