Next Year Malang City NJOP Will Approach Market Price

(malangkota.go.id) – The booming property sales and purchase transactions in Malang City apparently did not immediately increase regional tax revenues from the Land & Building Acquisition Tax (BPHTB) sector.

The Regional Tax Service Agency (BP2D) of Malang City reported that until mid-October 2019, the revenue from BPHTB Tax was only around Rp100 billion. To achieve the target of Rp205 billion, the shortfall that must be pursued until the end of the year is almost 50 percent.

"The nature (of BPHTB Tax) is indeed a passive tax. So it is waiting for a sale and purchase transaction first, and we cannot force it on the community. But the BP2D team has also conducted a potential study related to this," said Malang Mayor Drs. H. Sutiaji.

The badminton enthusiast is optimistic that whatever the formulation, it will ultimately lead to optimizing the increase in Regional Original Income (PAD) for the development of Malang City and the prosperity of the residents of Bhumi Arema.

In fact, there is a difference in the number of land and building transactions in 2019 compared to the previous year, which reached more than 1.000 transactions. In other words, the number of transactions this year has plummeted because it has drastically decreased by more than 1.000 transactions compared to last year.

From the study conducted, the facts on the ground strengthen the signal to immediately adjust the Taxable Object Selling Value (NJOP) in Malang City. The reason is, the NJOP of several areas is apparently still too low. Whereas the real price or appraisal is already high.

For example, the price of land or houses in the Soekarno Hatta area is already high, aka it cannot be said to be cheap. But in fact, the NJOP of the surrounding area is still low. Such conditions clearly need adjustment.

For this reason, the BP2D special team has conducted a mapping of potential and a study of the adjustment of urban NJOP which is currently being simulated. The proposal has also been submitted to the legislative body.

"We have indeed heard the proposal. If it is deemed necessary and related to increasing local revenue, as long as it does not burden the community, then please do it (adjustment of NJOP_ed)," said Secretary of Commission B of the Malang City DPRD, Arief Wahyudi, SH.

Support was also expressed by the Chairman of Commission B, Trio Agus Purwono, STP. "We strongly support the study of the increase in NJOP in 2020. Later, it can also be a strong basis in calculating the amount of Land & Building Tax (PBB) that is appropriate for Malang City," he said.

"But we also ask that the UN also pay attention to the land class. For example, agricultural land is not the same as land in the business and housing sectors. Including those used for social activities," added Trio Agus.

This NJOP adjustment is in accordance with the mandate of Law Number 28 of 2009 concerning Regional Taxes. Which indeed adjustments can be made every three years.

For Malang City, the last NJOP adjustment was implemented in mid-2014, so the issue was also questioned by various parties, both from banking circles, the Ministry of Finance, and even the KPK Korsupgah Team because there had been no further adjustments for more than five years.

Meanwhile, the Head of BP2D Malang City Ir. H. Ade Herawanto, MT appealed to Malang City residents who are in the process of buying and selling land, land, houses or buildings to immediately take care of the BPHTB Tax before the increase in NJOP starts next year.
