SURABAYA CITY (9 MAY 2020) – The East Java Provincial Government together with three Regional Governments of Malang Regency, Malang City and Batu City agreed to implement Large-Scale Social Restrictions (PSBB) in the Malang Raya area.
The agreement was made after the PSBB Preparation Discussion Meeting for the Malang Raya area which was held at the Grahadi State Building, Saturday (9/5/2020) afternoon.
The meeting was attended by the Governor of East Java, Khofifah Indar Parawansa, who led the meeting along with the East Java Forkopimda and also the regional heads of Malang Raya, each represented directly by the Regent of Malang Sanusi, the Mayor of Malang Drs. H. Sutiaji, and also the Mayor of Batu Dewanti Rumpoko. The Forpimda of the three regions of Malang Raya were also present at this PSBB preparation meeting.
After a fairly long and closed meeting, the three regional heads agreed to implement PSBB in Malang Raya. And Governor Khofifah also stated that she is ready to continue this agreement by submitting a proposal to determine PSBB in the Malang Raya area to the Ministry of Health by tomorrow morning at the latest.
"We had a meeting earlier, and we, namely the East Java Forkopimda together with the Malang Raya Forpimda, agreed to submit the PSBB determination to the Minister of Health to implement the PSBB in Malang Regency, Malang City and Batu City as an effort to break the chain of the spread of Covid-19 which is quite massive in these three regions," said Governor Khofifah after the meeting.
The woman who is also the first female governor of East Java emphasized that there are a number of scientific considerations that are the basis for the policy and agreement of the Malang Raya PSBB. The main one is the epidemiological study of the development of Covid-19 in the Malang Raya area.
"Earlier, the meeting began with a presentation by Dr. Windhu Purnomo from FKM Unair regarding the overall epidemiological study of the Malang Raya area. And if seen from scoring system which in-break down "From the Minister of Health's Regulation on PSBB, Malang Raya's score is already ten, so it is time for Malang Raya to implement PSBB," said Khofifah.
In the epidemiological study of the Faculty of Public Health (FKM) of Airlangga University, Surabaya, it was stated that in Malang Raya there had been... double time or the increase in cases has doubled which has occurred for four periods in Malang Raya. This is one of the worrying considerations.
Second, the incidence of confirmed Covid-19 cases in Malang Raya has reached 1,5 per 100.000 residents. And third, the increase in the number of confirmed Covid-19 cases in Malang Raya is also followed by an increase in deaths from time to time.
"Case Fatality Rate (CFR) or the percentage of Covid-19 case deaths in Malang Raya has reached 7,4 percent. In fact, a CFR of 5 percent alone is already worrying," said the woman who also served as the Indonesian Minister of Social Affairs in the United Indonesia Cabinet.
In addition, in the Malang Raya area, epidemiological studies have also seen local transmission, which is indicated by the increasing distribution map of Covid-19 based on sub-districts which are increasingly red.
It is recorded that in Malang Regency there are 14 sub-districts out of a total of 33 sub-districts that are in the red zone for Covid-19. Then for Malang City, four out of five sub-districts have entered the red zone. While for Batu City, there is one sub-district out of three sub-districts whose status is in the red zone.
“Based on East Java PSBB Score, Malang Raya has reached a score of 10. Where a score of 0-5 means that individual quarantine can still be carried out, a score of 6-7 means that individual quarantine can be carried out, if the score is 8-10 then PSBB is recommended. So now is the time to implement PSBB for the Malang Raya area," said Khofifah.
Currently, Khofifah emphasized that her party has also received detailed plans from the three regions that will implement the PSBB. And the planning is very comprehensive and complete.
Based on this agreement, a letter will soon be sent by the East Java Provincial Government regarding the submission of the implementation of PSBB in the Malang Raya area to the Ministry of Health. Especially after the technical attachments from each region have been completed.
Which will then also be continued with the preparation of the Mayor's Regulation and the Regent's Regulation as a legal basis if the approval of the implementation of PSBB is approved by the Ministry of Health. (*)
