Deputy Minister of ATR/Deputy Head of BPN Hands Over Land Certificates to Residents

From this phenomenon, the Government continues to make maximum efforts to suppress such incidents by facilitating the administration of certificates and handing them over directly to the rightful owner in accordance with applicable laws and regulations.

Of the provinces in Indonesia, East Java ranks 5th, so the active role of regents and mayors is needed to reduce land disputes and to accelerate the processing of land certificates for residents. Through the agrarian reform program, since last July, people have been able to process their land certificates online so that it is faster and more transparent.

These are some of the things conveyed by the Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (Wamen ATR/Waka BPN) DR. Surya Tjandra, SH, LL.M, Tuesday (01/09/2020) in Malang City after handing over land certificates to a number of residents of Malang City, Malang Regency and Batu City. In this context, the Government is targeting that by 2024 there will be no more land dispute cases and all community and institutional lands will have valid certificates.

Until now, he said, there have been at least 74 cases of land disputes, including in the East Java Province. Therefore, this time Surya on Tuesday night will present the Governor of East Java and the regents and mayors to find a solution to the resolution. "In this case, the government will seek the best solution, so that no parties are harmed. In addition, the efforts to resolve this process also do not trigger new conflicts between the parties," he said.

Until now, nationally, around 56 percent of land has been certified and it is targeted that by 2024 it can reach 100 percent. At this moment, there are at least 2.255 certificates that will be received by Batu City residents, 1.500 for Malang Regency residents and 200 certificates for Malang City residents. In relation to the agrarian reform program, Surya instructed that the program not stop at the submission of land certificates.

"Residents must have responsibility and after the certificate is issued, what will the land be planted with, will it be rented out and even will the certificate be used as collateral to the bank to finance its agriculture. So in this case, everything is implemented and monitored comprehensively," he added.

Responding to this, the Mayor of Malang, Drs. H. Sutiaji, admitted that he was ready to implement what was conveyed by the Deputy Minister of ATR/Waka BPN, because land certificates are very important and needed by the community. "We are actually very helped by the solution and facilitation from the central government like this, because it is undeniable that in Malang City there are still many lands that do not have certificates," he explained.
