BI Malang Facilitates MSMEs and Islamic Boarding Schools to Accelerate Halal Products 

Klojen (malangkota.go.id) – The enactment of Law No. 33 of 2014 concerning Halal Product Assurance (UU JPH) and PP No. 31 of 2019 concerning JPH has implications for changing the halal certification system, procedures and registration from what was previously voluntary. (voluntary) become mandatory (mandatory).

Halal products, which include goods and/or services related to food, beverages, medicines, cosmetics, chemical products, biological products, genetically engineered products, as well as goods used, utilized, or utilized by the public, since the enactment of the Law are required to have a halal certificate.

Before this law was issued, the halal certification issuance process was carried out by LPPOM and the Indonesian Ulema Council (MUI), but since the law was enacted, the authority to issue halal certification is entirely in the hands of the Halal Product Guarantee Organizing Agency (BPJPH). BPJPH is an agency formed by the government that carries out the mandate of the JPH Law.

In order to support this government program, the Malang Representative Office of Bank Indonesia (BI) has facilitated business actors from both MSMEs and Islamic boarding schools to accelerate the acceleration of halal products in the form of socialization, Focus Group Discussions (FGD), training, and workshops. 

One of the activities is to provide facilitation and assistance to 21 MSMEs in order to obtain halal certification. In collaboration with Insan Cita Agro Madani (ICAM) Indonesia, assistance was provided to 35 MSME products, consisting of 28 processed foods from 14 MSMEs, as well as organic rice and coffee, one product each from seven MSMEs.

Furthermore, from the 21 MSMEs that participated in the halal certificate assistance, the five best MSMEs were selected to be facilitated up to the processing of the halal certificate.

Assistance for halal industry infrastructure during the pandemic and the transition period towards the new normal is carried out through visits and assistance to MSMEs while still adhering to health protocols.

The period of mentoring and supervision is carried out for three months until the MSME obtains a halal certificate, namely from August to October 2020.

Five MSMEs that have obtained halal certificates are KWT Gemah Ripah, UD. Riang, Andamel Mulyo Abadi Producer Cooperative, UD Enarose, KWT Harapan Sejahtera.

Head of BI Malang Representative Office, Azka Subhan Aminurridho, Wednesday (30/12/2020) said that this mentoring program was carried out in addition to assisting the government in supporting halal product certification in Indonesia, especially in the working area of ​​the Bank Indonesia Malang Representative Office. It is also hoped that it will be able to encourage an increase in the regional economy, the development of the sharia economy and support the Malang Halal City program.

In addition, the increasing level of public awareness to consume halal products means that MSMEs must have halal-certified products in order to provide added value to increase sales turnover of MSME products.

Dr. Edi Purwanto as the General Chairperson of ICAM said that with the enactment of Law No. 33 of 2014 concerning Halal Product Guarantee, all traded products are required to have a halal certificate.

One of the MSMEs that received halal certification facilities, namely the Gemah Ripah Women's Farmers Group (KWT), with its products in the form of processed foods made from horticultural commodities such as shallots, garlic and potatoes, said that the assistance initiated by the Bank Indonesia Malang Representative Office in collaboration with ICAM provided benefits to MSMEs to be able to expand their marketing networks, especially marketing to large souvenir shops and marketing offline others and marketing carried out online online through marketplace 

In the future, Bank Indonesia Malang will continue to synergize with local governments and other related parties to support the improvement of the halal industry in Indonesia through various programs, especially the assistance of halal certification for MSMEs in the Malang Raya area so that in the end it can encourage the growth of the sharia economy in Indonesia.
