Acceleration of Achievement of Final RPJMD Target, Resolving Major City Problems, and Handling the Pandemic and Economic Recovery Emphasized by the Mayor of Malang as Development Challenges in 2022

Malang – Based on the Regulation of the Minister of Home Affairs Number 86 of 2017, the Regional Government is required to prepare the Regional Annual Development Plan, hereinafter referred to as the Regional Government Work Plan, hereinafter abbreviated as RKPD, which is a Regional planning document for a period of 1 (one) year.
Annual planning for the implementation of development in 2022 has begun since December 2019. Today, Wednesday, January 20, 2021, at the NCC Room of Malang City, the Public Consultation Forum for the Initial Draft of the 2022 RKPD was held offline and online.

In general, the stages of preparing the 2022 RKPD will include the process of preparing the initial draft, musrenbang, RKPD draft, final draft, and culminating in the Stipulation of the Mayor's Regulation concerning the 2022 Malang City RKPD.

Present at this activity were the Mayor of Malang, Drs. H. Sutiaji, Chairman of the DPRD, Chief of Police, Dandim 0833, Kajari Malang City, Regional Secretary of Malang City, Chairperson of TP PKK Malang City, Head of Regional Apparatus within the Malang City Government, Resource Persons from the Bappeda of East Java Province, representatives of universities, community organizations and communities in Malang City. The total number of forum participants reached 100 institutions/agencies but participants who attended offline were limited to only 19 people or 25% of the Total Capacity of the NCC Room in Malang City.

In his report, the Head of Bappeda Malang City, Dwi Rahayu, SH, M.Hum said that the purpose of this public consultation forum is to realize community participation in the development planning process, obtain input for improving the initial design that has been prepared, and obtain an agreement that is stated in the minutes of the Public Consultation Forum.

The Mayor of Malang, Drs. H. Sutiaji in his speech said that in the initial draft of the 2022 RKPD there are three challenges that must be faced and handled properly and as soon as possible. First, Acceleration of Achievement of the Final Target of the RPJMD. There are six main performance indicators that have been set in Regional Regulation 1 of 2019 concerning the 2018-2023 RPJMD, namely the Human Development Index, Economic Growth, Gini Ratio, Poverty Rate, Social Capital Index and Bureaucratic Reform Index. In general, the achievement of the six indicators continues to improve, but it must be admitted that the presence of the COVID-19 pandemic has brought tests for many parties and includes a slowdown in the economic sector and increasing poverty in all regions and even throughout the world.

The second challenge is the completion of the city's main problems such as flooding, transportation, parking, and regional disparities. The third challenge is handling the pandemic and regional economic recovery.

From these three challenges, four development priorities were formulated for 2022, namely: (1) Improving health services and optimizing education during the pandemic/new normal era, (2) Optimizing Community Empowerment and Resilient Sub-district/Ward Performance, (3) Integrated infrastructure development, and (4) Economic recovery by growing and improving the creative economy.

"Based on these four priorities, the initial design of the 2022 development theme is Improving access and quality of basic services, strengthening the community's creative industry and socio-economic recovery as well as improving integrated infrastructure," said Sutiaji.
