Encourage Empowerment of MSMEs in Procurement of Goods/Services

Malang, (malangkota.go.id) – The Malang City Government through the Goods/Services Procurement Services Section continues to strive to encourage micro, small and medium enterprises (MSMEs) to participate or be directly involved in the goods/services procurement program within the Malang City Government.

It has been stipulated in the Malang City Medium-Term Development Plan (RPJMD). The Malang City Government has indeed paid great attention to the use of marketplaces for MSMEs that will be directly involved in the procurement of government goods and services.

The Mayor of Malang, Drs. H. Sutiaji emphasized that regional apparatuses should always empower MSMEs in the procurement process of goods/services. There are many conveniences now, if in the past shopping had to be various things such as SIUP and others, now it is not.

"The difference between Presidential Decree Number 16 of 2018 and Presidential Decree Number 12 of 2021 is the emphasis must be 40 percent of spending from MSMEs. So this encourages our readiness related to MSMEs, through Diskopindag," explained Sutiaji at the Savana Hotel, Malang City, Monday (12/04/2021).

Currently, applications have been provided that facilitate the realization of procurement of goods/services through MSMEs, namely East Java Online Shopping or Jatim Bejo and Direct Procurement Shopping or Bela Pengadaan. He plans to inventory and form MSME clusters to be classified, which MSMEs are ready to enter Jatim Bejo or Bela Pengadaan.

"Currently, there are 199 MSMEs that have entered Jatim Bejo, in Bela Pengadaan it is still around 90. If it has entered Bela Pengadaan, it will not only be Malang City that will participate, it could be all over Indonesia. If it is in Jatim Bejo, it means at least East Java," he concluded.

The government has issued Presidential Regulation Number 12 of 2021 concerning Amendments to Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services. In carrying out their duties, Budget Users (PA) or Budget User Authorization (KPA) as actors in procurement and managers of regional finances must have the same perception in implementing implementation, especially in the context of optimizing human resources in their respective regional apparatuses.

Meanwhile, Head of the Goods/Services Procurement Service Section, Drs. R. Widjaja Saleh Putra stated that based on the Malang City Government's General Procurement Plan (RUP) in 2021, it was IDR 2,4 trillion from 18.180 work packages, both providers and self-management.

"As of April 11, 2021, according to data from the Local Monitoring-Evaluation Application (AMEL) integrated with SPSE 4.4, the provider selection process worth IDR 181,4 billion has been carried out for 467 packages, while those who have sent e-contracts are still recorded at 106 packages, worth IDR 19 billion," said Widjaja.

Widjaja added that it is possible that regional apparatuses have not reported through SPSE 4.4. So that currently the transactions recorded on SPSE 4.4 are lower than the actual conditions implemented. "Please PA/KPA can assign ASN to upload e-contracts on SPSE 4.4. Because there is a provision that if you do not upload, the process will stop and the relevant regional apparatus cannot continue the procurement process," he continued. (ari/ram)
