Jakarta, (malangkota.go.id) – Malang City has achieved a proud achievement on the national stage along with the achievement of the A or satisfactory predicate for the results of the 2020 Government Agency Performance Accountability System (SAKIP) evaluation which was assessed by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN RB).
With this prestigious achievement, it means that Malang City is one of 11 regencies/cities that have successfully achieved an A predicate from a total of 508 regencies/cities that were evaluated comprehensively and in stages by a team formed by the Ministry of PAN RB. The achievement was announced at the 2020 SAKIP RB Award event and was attended by the Minister of PAN RB, Tjahjo Kumolo in Jakarta, Wednesday (22/04/2021).
In his remarks, Tjahjo Kumolo expressed his appreciation to the district/city governments that had achieved AA to B ratings for their hard work in improving their respective bureaucracies.
"In accordance with the direction of the President of the Republic of Indonesia to achieve bureaucratic reform, not only the simplification of bureaucracy. But it must have an impact on the success of improving the quality of human resources, economy, and infrastructure that are increasingly adaptive and fast in providing services to the community," said Tjahjo Kumolo.
The SAKIP predicate category consists of seven levels and the assessment is compiled together with various institutions, including the Corruption Eradication Commission (KPK), the National Civil Service Agency (BKN), the Ombudsman, the State Administration Institute (LAN), and various academic circles.
In general, the assessment measures several things, including the effectiveness and efficiency of budget users, the quality of performance culture development and a results-oriented bureaucracy. "This is described in planning performance and performance targets, alignment of planning and budget, performance reporting, managing performance accountability in an integrated manner and optimizing performance that has an impact on society," he continued.
Meanwhile, the Mayor of Malang, Drs. H. Sutiaji expressed his gratitude and pride for the historic achievement that was achieved for the first time by Malang City throughout the prestigious evaluation. "Thank God, this achievement is certainly the fruit of fundamental improvements to the Malang City bureaucracy that are carried out continuously and together with all parties. The most important goal is to increase public satisfaction," said the man who since the beginning of his leadership has always consistently encouraged the strengthening of the Malang City Government system and organization with various breakthroughs.
The breakthrough made by the Malang City Government began with the refinement of the paradigm, process, and substance in the 2018-2023 Regional Medium-Term Development Plan (RPJMD) with three main principles, namely results-oriented, money follows the program, follow result programs and crosscutting.
"The result is that the development program, which was originally 'fat' up to 173 programs, can be cut and focused on 113 programs that are truly in line with the outlined development direction," explained Sutiaji.
It does not stop there, breakthroughs continue to be developed with the presence of performance auctions, six thematic musrenbang schemes (women, elderly, children, disabilities, youth, corporate social responsibility or CSR), integration of planning and budgeting systems, provision of various electronic-based government services, strengthening internal supervision, to public testing of candidates for the Regional Secretary of Malang City.
"I hope this award will be a motivation for all regional apparatuses to be faster and more precise in providing services to the community. Don't be complacent, tomorrow must be better than today," said Sutiaji. (ndu/ram)
