Malang, (malangkota.go,id) – Currently there are two types of parking revenue that go into the Malang City treasury, namely parking fees and parking taxes. Parking fees are paid by the public at certain points, while parking taxes are paid by the store management, so the public does not need to pay for parking.

Head of the Malang City Transportation Agency (Dishub), Heru Mulyono, S.IP., MT revealed that his party manages parking fees located on the roadside, special roads, and government asset land. Meanwhile, if the location of the parking lot is privately owned and not on the shoulder of the road, a parking tax will be imposed which is managed by the Malang City Regional Revenue Agency (Bapenda). However, in reality, at several points such as shophouses or modern shops, parking fees are still charged.
"In Malang City, there are around 1.170 parking spots. Of that number, 290 are inactive, so 881 parking spots are active. Meanwhile, of the 881 active parking spots, 385 parking spots are still subject to parking tax," said Heru Mulyono in a talk show held by Radio City Guide 911 FM via Zoom Meeting, Thursday (27/5/2021).
The plan is that this year the Transportation Agency will add three e-parking points, namely at the Block Office, east of the Arjosari Terminal, and the last one connecting the Gajayana Stadium to the west with the Kartini Building, Jalan Tangkuban Perahu.
Meanwhile, Head of Bapenda Malang City, Dr. Handi Priyanto, M. Si said that parking tax for parking outside the road, including the provision of a place to store motor vehicles. The calculation method is by self-assessment, so calculate it yourself then 25 percent of the results per month are deposited into the regional treasury.
"The mandatory levy uses tickets and the nominal value is definitely in accordance with regional regulations, namely four-wheeled vehicles Rp3.000,00 and two-wheeled vehicles Rp2.000,00. Meanwhile, parking tax is a service fee, so the nominal value can vary," said Handi Priyanto.
Based on Regional Regulation (Perda) Number 4 of 2009 concerning Parking. If there is a proposal for a new parking point for both retribution and parking tax, it is submitted to the Transportation Agency as the person in charge of parking duties. After conducting verification, the Transportation Agency will determine whether it is included in the retribution or parking tax. If it is included in the tax, then the recommendation can be brought to Bapenda to issue a Regional Taxpayer Identification Number (NPWPD).
"If it has been done now, what needs to be fixed is the existing one. Previously, without Dishub verification, it went straight to Bapenda and issued NPWPD. This is what ultimately confused," Handi continued.
Member of Commission C of Malang City DPRD, Ahmad Fuad Rahman, SE., MM said that this is a policy issue and must be well conceptualized. So that in its implementation it can run well and create community comfort and also have an impact on local revenue (PAD).
"Parking management needs to be improved, which is the right of Bapenda parking tax, which pays (retribution) for parking. This needs to be educated because indeed for parking there are two rooms, it can be retribution, it can be parking tax," said Fuad. (ari/ram)
