Stone, (malangkota.go.id) – Malang Mayor Drs. H. Sutiaji said that constructive communication between the Malang City Government and the DPRD according to their respective roles is one of the keys to Malang City being advanced, independent, and prosperous.

In this era of social media, said Sutiaji, who loves to read, it is very important for all components of regional government, both executive and legislative, to convey meaningful narratives to the public.
"We need to educate the public on how the budgeting process in the regional government system works. Because many still think that all proposals can be funded instantly. This is the importance of literacy and dialogue," said Sutiaji at the event 'Study and Review of the Malang City Draft Regional Regulation on Accountability for the Implementation of the 2020 Fiscal Year APBD' held by the Malang City DPRD at the Golden Tulip Hotel, Batu City, Friday (11/6/2021).
He added that the Malang City Government in managing regional finances is always directed to increase the capacity of the Regional Revenue and Expenditure Budget (APBD), with more transparency and accountability, adjusted to regional government programs that have been set as priorities. In 2020, the realization of capital expenditure reached 86,51% while the realization of operational expenditure reached 80,73%.
In accordance with Law Number 23 of 2014 concerning Regional Government as amended several times, most recently by Law Number 9 of 2015, regional heads submit draft regional regulations on accountability for the use of the Regional Budget to the public in the form of financial reports that have been audited by the Audit Board of Indonesia (BPK) as a form of accountability to the public.
"Where the 2020 Regional Government Financial Report (LKPD) consists of a budget realization report, a budget surplus report, a balance sheet, an operational report, a cash flow report, a report on changes in equity, and notes to the financial statements," continued Sutiaji.
Meanwhile, regarding budget transparency and accountability, the Malang City Government has received 10 Unqualified Opinion (WTP) predicates for the Regional Government Financial Report for the 2020 Fiscal Year from the Audit Board of Indonesia (BPK). The 10th WTP was received by Mayor Sutiaji on Friday, (28/5/2021) at the BPK Representative Office of East Java Province, Sidoarjo.
"In 2020 there was a Budget Calculation Surplus (SILPA) of Rp567.887.000.000,00 which was the remaining funds in the regional treasury, the Regional Public Service Agency (BLUD) treasury, and the bosnas fund treasury. This was due to the existence of refocusing "The budget shifts regional apparatus spending in the context of handling Covid-19," said Sutiaji.
In addition, Sutiaji continued, there is also an accumulation of remaining contracts for the procurement of goods and services that have been carried out. The 2020 SILPA was re-budgeted for regional apparatus activities amounting to Rp323.886.502.000,00 and the remaining budget of Rp244.568.737.026,00 was used for program activities in the 2021 APBD changes. The principle is for the greatest benefit of the community.
