Views of the Seven Factions of the Malang City DPRD on the 2020 APBD

Malang (malangkota.go.id) – Taking place on the third floor of the Malang City DPRD building, Monday (14/6/2021), a plenary meeting was held to convey the general views of the factions on the Draft Regional Regulation on Accountability for the Implementation of the 2020 Fiscal Year APBD.

In the plenary meeting, the Mayor of Malang Drs. H. Sutiaji and the Deputy Mayor of Malang Ir. H. Sofyan Edi Jarwoko were present. After the Chairman of the Malang City DPRD I Made Riandiana Kartika opened the meeting, representatives of the factions read out their views, and among them are the following.

PDI Perjuangan Faction by Ahmad Wanedi conveyed that regional financial management needs more specific explanation. From the financial report also the work program must strengthen the performance and communication with related parties.

"In 2020, there was a deflation of 0,06 percent and inflation of 1,42 percent. So it is necessary to have economic stability and a decrease in poverty rates as well as an increase in the number of tourist visits, both natural/thematic and culinary. In order to increase local revenue (PAD)," he added.

The PKB faction, read by Hartatik, said that his party appreciated the achievement of the Unqualified Opinion (WTP) on the Regional Financial Report from the BPK RI 10 times from 2011 to 2020. In addition, regarding the lease of land assets on Jalan Pulosari and Rajekwesi, an explanation is needed because it is the largest source of PAD. Another explanation is regarding employee spending, capital participation and the refocusing mechanism system for Covid-19 allocation funding must be more transparent.

The Peace Faction (Democrat, PAN, Perindo) by Ida Nur Diana said that her party appreciated the achievement of WTP from the BPK RI, as expressed by the PKB faction. Another input for the Malang City Government is not to be easily satisfied with the increase in a number of incomes including, among others, from Regional-Owned Enterprises (BUMD). The reason is because there is still a lot of potential that must be explored.

"We also need to encourage and explain the intensification of the performance of Perumda Tugu Tirta regarding services to the community and cooperation with PDAM Malang Regency," he said.

Nurdiana, who represented her faction, also asked for an explanation regarding the Budget Surplus (Silpa) and the use of Covid-19 funds. In addition, it is also related to the world of education such as accepting outstanding students and how to overcome traffic congestion.

Gerindra Faction, Nurul Faridawati conveyed among others that related to the program and implementation of regional asset certification must be improved. Handling unemployment and economic recovery amid the pandemic must also be an important concern.

Golkar, Nasdem, PSI faction by Rahman Nurmala, that this faction appreciates the achievement of A value for the Government Agency Performance Accountability System (SAKIP) from Kemenpan RB and Regional Financial Report with WTP predicate. The gap between regions must be a concern, such as repairing roads, bridges and other public facilities.

This faction also aims to improve the quality of space utilization, the environment, institutional systems and community welfare. Which also needs attention related to smart city which must be intensified again, so that in the future Malang City will be more advanced in various sectors.

The PKS faction by Akhdiyat Syabril Ulum said that his party appreciated the increase in regional income. However, other sources of income are still many and must continue to be maximized. Such as from the culinary sector, parking tax, advertising and others.

"What must also be anticipated is that there will be no budget leaks, so supervision must be more intensive," he said.

Improvement of public facilities and infrastructure, such as roads and drainage must be an important concern. In addition, the fields of education and health as well as the improvement of people's markets should also be considered. Because all of that concerns the livelihood of many people and for the welfare of society.

This plenary meeting will continue on Thursday (17/06/2021) with the agenda of the Mayor of Malang's response to the views of the above factions. (say/ram)
