PPKM Level 4, Malang City Government Strengthens Micro PPKM and Intensifies Testing

Malang (malangkota.go.id) – Malang Mayor Drs. H. Sutiaji attended a coordination meeting (rakor) via Zoom Meeting regarding the Implementation of Level 4 Community Activity Restrictions (PPKM) for Java and Bali Islands at the Ngalam Command Center (NCC), Malang City Hall, Wednesday (21/7/2021). The Malang City Government will strengthen Micro PPKM at the RT/RW level and intensify testing, as well as immediately distribute social assistance (bansos).

"Malang City Government will strengthen Micro PPKM at the RT/RW level. Later, the function of RT/RW will be further strengthened by monitoring and limiting the mobility of people coming in and out," said Sutiaji.

Furthermore, he said, providing literacy and educating the community through RT/RW and intensifying testing. Along with this, Malang City will continue to enforce PPKM Level 4 until July 25, 2021 and will continue to roll out social assistance, both from the central government (APBN) and from the Malang City Government (APBD).

"Actually, there is no substantial change, only the name has changed from Emergency PPKM to PPKM Level 4, 3, and 2. For regencies/cities in East Java, on average, they are all at level 4. So the operating hours are also the same, including what the local government must do. So there is no change, only the name of the Inmendagri has changed, and the date of its implementation," added Mayor Sutiaji.

Judging from the data, the bed occupancy ratio (BOR) and the positive Covid-19 figures are still worrying. This must continue to be tightened to stop the spread of Covid-19 in Malang City. "Actually, there has been a significant decline with the Emergency PPKM yesterday. However, this is given leniency so we learn from the previous PSBB. Once the PSBB stopped and then the new normal, people were euphoric, and finally soared," explained Sutiaji.

According to Sutiaji, the implementation of the Emergency PPKM has previously been effective in reducing the number of positive Covid-19 cases. By limiting people's mobility, it will certainly reduce the transmission of the virus. "Actually, we have strengthened our testing, the positive rate of Malang City is below 2 percent, so one point something, the rational standard should be below 5 percent. The BOR in Malang City is inhabited by many people from outside Malang City, so the BOR in Malang City is 1.007 with the availability of beds. But our residents there are 361, which means it is still below 50 percent," he explained.

Meanwhile, the Coordinating Minister for Maritime Affairs and Investment (Menko Marves) General TNI (ret.) Luhut Binsar Pandjaitan, who led the coordination meeting, said that PPKM Level 4 replaces the Emergency PPKM which was enforced from 21-25 July 2021.

The provisions in PPKM Level 4 are in accordance with the Instruction of the Minister of Home Affairs Number 22 of 2021, where in substance the restrictions on community activities and mobility in Java and Bali are the same as the Emergency PPKM rules. Later, the implementation of PPKM Level 4 will be further evaluated regarding the regions and business sectors that can be relaxed if the trend of cases decreases.

"We hope that until July 25, the tightening rules can still be implemented in accordance with the provisions of PPKM Level 4. However, it still prioritizes a persuasive and educational approach in enforcing the rules. The composite index in the last 10 days has tended to stagnate and has not fluctuated significantly. This needs to be maintained by each province so that there is no significant increase in community mobility or activity," said Luhut.

At the coordination meeting, Coordinating Minister for Maritime Affairs and Investment Luhut gave instructions regarding the distribution of free medicine packages and rice by the TNI/Polri to continue to be encouraged and directed to those in need. In line with what was conveyed by Health Minister Budi Gunadi Sadikin, he said, the government will encourage massive centralized testing, tracing and isolation.

"In this case, the TNI/Polri will play a big role in encouraging these programs. So we hope for good cooperation from the local government," he continued. (eka/ram)
