Lowokwaru, (malangkota.go.id) – The Malang City Government (Pemkot) through the Government Section of the Malang City Regional Secretariat held technical guidance (bimtek) on planning activities in accordance with the delegation of part of the mayor's authority to sub-district heads and village heads throughout Malang City at the Santika Hotel, Tuesday (16/11/2021).
Malang Mayor Drs. H. Sutiaji said that he really wants sub-districts and villages to be more advanced and have a wide space for community empowerment in leading public services.
"So this strengthening (of sub-districts and villages) is not only about the mandate of the regional government law, but we see that the substance is that sub-districts and villages are the spearhead," he said.
Assistant for Government and Public Welfare Drs. Mulyono, M.Si said that, related to the authority of sub-district heads and village heads because they have two equally important authorities, namely attributive authority and delegative authority.
The delegation of some of the authority of sub-district heads and village heads in Malang City has been stipulated through Malang Mayor Regulation Number 111 of 2019 and covers a number of areas of government administration affairs. Starting from education, health, public works, public housing, social, employment, population and civil registration, to empowerment. All of them, he said, must continue to be strengthened starting from employee performance planning because of the many spectrums of services carried out.
"Preparing employee performance targets, what is their work today and what are the results so that in the future our performance assessment patterns will change a lot which will be facilitated nationally and integrated together," he said.
The point is that sub-district heads and village heads can start to learn and understand their authority over all activities that will be carried out. Mulyono asked sub-district heads and village heads, in the future, to be careful in making decisions.
Meanwhile, Head of Government Section Drs. Fahmi Fauzan AZ, M.Si said that the purpose of the technical guidance is to provide understanding to sub-district heads and village heads in carrying out the tasks of delegating their authority. For example, planning activities in sub-districts and villages, as well as community institutions in their respective areas. (cah/ram)
