Malang (malangkota.go.id) – Taking place in the plenary room on the 3rd floor of the Malang City DPRD, Monday (22/11/2021), a plenary meeting of the Regional Regulation Formation Agency (Bapemperda), the Regional Regulation Formation Program (Propemperda) and the submission of the report on the results of the discussion of the Special Committee (Pansus) for the Draft Regional Regulation (Ranperda) concerning Waste Management was held.

In this plenary meeting, the Chairman of the Special Committee Fathol Arifin read out the results of the discussion in front of the council members and officials of the Malang City Government (Pemkot). After reading the results of the discussion, the Deputy Mayor of Malang Ir. H. Sofyan Edi Jarwoko said that previously the special committee for the draft regional regulation had submitted it to the Chairman of the Malang City DPRD I Made Riandiana Kartika. Next, the draft regional regulation was delegated to the factions to be studied before it later became a regional regulation.
Of the 44 draft regional regulations scheduled to be discussed in 2022, the bespectacled man said, 35 of them were the result of evaluations and adjustments related to changing laws and regulations, such as Law Number 11 of 2020 concerning Job Creation.
"In addition, there are seven initiative draft regional regulations and later there will be routine and normative regional regulations. Such as the regional regulation on discussing the APBD and the Mayor's Accountability Report on His Performance in 2021 and other regional regulations that are annual in nature," he added.
Furthermore, the man who is often called Bung Edi said, of the 35 draft regional regulations, they will later be adjusted to the provisions of the laws above them. "So the essence is evaluation and adjustment to the applicable laws. In addition, the discussion of the draft regional regulations will also refer to the priority scale," he said.
A similar statement was made by I Made Riandiana Kartika, that out of 44 draft regional regulations, his party is optimistic that they can discuss and complete 16 draft regional regulations to become regional regulations which are important rules. "In this case, there are at least eight draft regional regulations that are priorities and will soon become regional regulations, including those related to changes in the financial budget (PAK), use of the APBD and the Mayor's Accountability Statement Report (LKPJ)," he explained.
Before the draft regional regulation is ratified or discussed as a regional regulation, Made explained, his party is waiting for the delegation from the Legal Section of the Malang City Government Regional Secretariat. Currently, at least there is a draft regional regulation that is ready to be discussed, namely related to Islamic boarding schools and cultural advancement. "We are still waiting for the others. If there is a delegation from the Legal Section of the Malang City Government in the near future, then we will discuss it immediately," he explained.
In this context, he said, if the proposed draft regulation is not included in the regional legislative program (Prolegda), then the draft regulation cannot be discussed. This means that the Malang City Government will see which draft regulation is a priority to be submitted and completed immediately. "In essence, the Malang City DPRD is just waiting for the delegation," concluded Made. (say/ram)
