Malang, (malangkota.go.id) – Malang Mayor Drs. H. Sutiaji was appointed as one of the speakers at the National Seminar on Bureaucratic Reform held by the Coordinating Ministry for Political, Legal and Security Affairs (Kemenko Polhukam), Wednesday (1/12/2021). The event was held in a hybrid manner and entitled 'Improving the Implementation of Bureaucratic Reform in Regional Governments Through the Commitment of Provincial and Regency/City Government Leaders.'

Mayor Sutiaji explained that there are eight areas of bureaucratic reform that are continuously being developed by the Malang City Government (Pemkot). "The eight areas of change include change management, deregulation, organizational structuring and strengthening, and governance. Then there is human resource management (HR) of the apparatus, accountability, supervision, and public service," said Sutiaji from Jakarta.
In change management, his party fosters the mentality of all State Civil Apparatus (ASN) within the Malang City Government, becoming the starting point for forming a clean, accountable, principled and community-satisfying government.
"I immediately became a motivator for ASN and it is done every year. Because what determines how the future is the current time dimension, what we want to do," he added.
Then, regarding deregulation, Sutiaji explained that there was a harmonization of follow-up legislation from the mandate of Law Number 9 of 2015 concerning Regional Government, which was running well due to harmonious communication from the legislature and executive.
"So we organize our regulations, and organizational arrangements are key. At that time in Malang City there were 34 regional devices, now it has been reduced to 28. So it can be more efficient than Rp103 billion. Because it is better to be lean but rich in work," explained the owner of the N1 chair.
Sutiaji further explained that in relation to the performance auction, there are three important points, namely the gentlemen's agreement, a concrete breakdown of development priorities, and the zero point and speed of the end point of performance.
"If ASN is not measured and not achieved, be prepared to be shifted. Individual performance measures are perfected through the work agreement assistance process. We already have e-Kinerja which is the basis for providing appreciation for employees," he continued.
The bureaucratic reform of Malang City Government is also reflected through the strengthening of the merit system and ASN professionalism index. Where this also triggers the strengthening of the innovative bureaucratic ecosystem. "The online-based Personnel information system has also been integrated. Then the auction of critical positions has been carried out openly. Do not forget special supervision for review and evaluation of improvements, planning, budgeting, and implementation," he explained.
Meanwhile, Coordinating Minister for Political, Legal and Security Affairs of the Republic of Indonesia Prof. Moh. Mahfud MD revealed that currently it is the third period of the Grand Design of Bureaucratic Reform which was stipulated based on Presidential Regulation (Perpres) Number 81 of 2010.
"Therefore, we really appreciate the regional governments (Pemda) that implement bureaucratic reform as an effort to realize good service. So that the target of the National Medium-Term Development Plan (RPJMN) is achieved. For regional governments that have not implemented it, they can be motivated and committed to implementing bureaucratic reform as an effort for renewal and change," he added.
Based on the data he collected, there are 59 districts/cities in Indonesia that have not yet implemented bureaucratic reform procedurally. In addition, there are also six districts/cities that in the previous year had submitted an independent assessment of the implementation of bureaucratic reform, but this year did not submit it.
"As Coordinating Minister for Political, Legal and Security Affairs, I remind you, the governors as representatives of the central government in the regions to encourage and foster districts/cities that have not implemented bureaucratic reform. In addition, evaluate what obstacles have caused the regions to not implement bureaucratic reform," he explained. (yon/ram)
