Malang, (malangkota.go.id) – The Malang City Government (Pemkot) through the Regional Development Planning Agency (Bappeda) held a Pre-Deliberation on Disability Thematic Development Planning (Musrenbang) at the Mini Block Office, Malang City Hall, Tuesday (14/12/2021). This event is the initial phase of collecting proposals for disability-friendly development activities in 2023.

Head of Government and Human Development Division of Bappeda Malang City Willstar Taripar H, S.STP., M.AP explained, according to the direction of the Mayor of Malang Drs. H. Sutiaji, the participatory process of submitting development proposals continues to be provided by the Malang City Government, including for residents with special needs.
"Let's discuss, talk about needs, talk about problems, and then we will find solutions with government facilitation. The various proposals submitted will later be brought to the Thematic Disability Musrenbang forum in early 2022," added Willstar.
Willstar added, in the process of proposing disability-friendly development activities, the Malang City Government has prepared a proposal dictionary. The contents are hundreds of forms of activities and sub-activities as a limitation of the substance that can be proposed by the community. Proposals received, among others, through Iswahyudi from the representative of YPAC Malang City.
"We need to improve the road infrastructure around the foundation's location, so that it supports the physical activities of people with disabilities," said Iswahyudi.
Meanwhile, Sri Wahyuni from the Women Crisis Center (WCC) conveyed the aspiration of using the term difabel as an alternative to disability which is currently commonly used including in various regulations. Difabel means different ability, as a form of awareness.
"If disability means loss of ability. That creates the impression of disability that needs to be avoided in efforts to build equality," suggested Sri Wahyuni.
Other issues discussed at the event were the protection of the rights of children with special needs, inclusive education, increasing accessibility of public infrastructure such as parks and disabled-friendly sidewalks and expanding information on skills training for people with special needs.
