Malang, (malangkota.go.id) – Malang Mayor Drs. H. Sutiaji attended the establishment of the first Restorative Justice (RJ) House in Malang City, Tuesday (15/3/2022). The area designated as the RJ House is Oro-oro Dowo Village, Klojen District.

Sutiaji greatly appreciates the establishment of Rumah RJ. He expressed his gratitude to the Malang City District Attorney's Office. According to him, Rumah RJ has had an extraordinary impact on realizing the fifth principle of Pancasila, namely social justice for all Indonesian people.
"I hope that with the presence of RJ, the community will be more legally literate. Hopefully, the Malang City Prosecutor's Office can collaborate with the Malang City Government to socialize the presence of this RJ House," he continued.
Thus, he said, the public can know, what are the requirements of cases that can be resolved through the RJ House. Later, this RJ will involve community leaders as mediators for deliberation.
"We don't want the victim and the perpetrator to have finished their problems, it turns out that there are family members who sue and so on. Therefore, I will distribute the RJ requirements in infographics through Malang City Government's social media and mass media. So that the public can know everything about the RJ," he said.
Meanwhile, the Head of the Malang City Prosecutor's Office, Zuhandi, SH., MH stated that now the legal paradigm has begun to change. Now the paradigm of law enforcement has changed, not only punishing people. But how society seeks its own justice.
"Through this RJ, we hope that there will be public awareness that resolving legal issues does not have to go through the court process. However, it can be resolved through a peace process involving all parties, including the suspect, victim, suspect's family and not forgetting to include community leaders or religious leaders," he said.
Furthermore, Zuhandi said that not all legal cases can be resolved with Restorative Justice (RJ). According to Attorney General Regulation Number 15 of 2020, there are several requirements for RJ to be carried out. First, it is not a repetition of the act, so the perpetrator has just committed the act for the first time. Then second, the threat of punishment is no more than five years.
"Then thirdly, if there is a loss on the victim's side, the loss is no more than IDR 3 million," he explained.
Zuhandi said that Oro-Oro Dowo Village was chosen as the first RJ House in Malang City because this village is a pilot project in Malang City. The Malang City District Attorney hopes that the RJ House program in Oro-Oro Dowo Village can be a pioneer for RJ houses in other villages. Thus, case resolution can be completed at the village level.
"As conveyed by the Mayor of Malang, through this RJ state finances can be saved. So that state finances can be used for other activities," he said. (ari/ram)
