Plenary Session, Mayor of Malang Delivers Draft Regional Regulation on Regional Financial Management and Building Approval Fees

Klojen (malangkota.go.id) – On the first day of work after Eid al-Fitr 1443 H, the Malang City DPRD together with the executive ranks held a Plenary Meeting at the Malang City DPRD building, Monday (09/05/2022).

Malang Mayor Drs. H. Sutiaji delivered an explanation of two Draft Regional Regulations to the Malang City DPRD

The agenda of this plenary meeting is the delivery of the Mayor of Malang's explanation regarding two Draft Regional Regulations (Ranperda), namely the Draft Regional Regulation on Regional Financial Management and the Draft Regional Regulation on Building Approval Levy.

The Mayor of Malang, Drs. H. Sutiaji, explained that the regulation of regional financial management of Malang City has been regulated in Malang City Regional Regulation Number 10 of 2008 concerning Regional Financial Management as amended by Malang City Regional Regulation Number 5 of 2014 concerning Amendments to Malang City Regional Regulation Number 10 of 2008 concerning Regional Financial Management.

With the enactment of Government Regulation Number 12 of 2019 concerning Regional Financial Management, it is aimed at improving problems in the implementation of regional financial management by maintaining the three pillars of good regional financial management, namely transparency, accountability and participation.

Based on the development of regional financial management regulations, the Malang City Government through this draft regional regulation has made adjustments to regional financial management regulations which include planning and budgeting, implementation and administration, as well as regional financial accountability.

"So it is hoped that the Draft Regional Regulation on Regional Financial Management will be able to create a regional financial management system that is orderly, efficient, economical, effective, transparent, and responsible by paying attention to a sense of justice, propriety, benefits for the community, and obeying the provisions of laws and regulations," explained Sutiaji.

Meanwhile, regarding the Draft Regional Regulation on Building Approval Fees, Mayor Sutiaji said that he refers to Law Number 11 of 2020 concerning Job Creation followed up by one of them with Government Regulation Number 16 of 2021 concerning Implementing Regulations of Law Number 28 of 2002 concerning Buildings based on Article 1 number 17 of Government Regulation Number 16 of 2021 concerning Implementing Regulations of Law Number 28 of 2002 concerning Buildings. The nomenclature of building permits has been changed to building approvals.

"Based on the development of these regulations, the Malang City Government through this draft regional regulation has made adjustments to the regulation on the collection of building permit fees that have been regulated in Malang City Regional Regulation Number 3 of 2011 concerning Certain Permit Fees to be subsequently changed to Building Approval Fees," he explained further.

He added that the draft regional regulation was prepared in order to provide legal certainty for the collection of building approval fees.

"Next, the draft of the regional regulation will be discussed, so that in a not too long time it can be enacted and can become the basis or legal basis for the Malang City Government in the implementation of government," he concluded. (say)
