Bung Edi: Draft Regional Regulation on Islamic Boarding Schools and Advancement of Regional Culture is Needed by Malang City

Malang, (malangkota.go.id) – The Malang City DPRD together with the Malang City Government held a plenary meeting at the Malang City DPRD building meeting room, Thursday (23/6/2022). The agenda was an explanation of the Special Committee (Pansus) for Discussion of the Draft Regional Regulation (Ranperda) on Islamic Boarding Schools and the Draft Regional Regulation on the Advancement of Regional Culture.

In the plenary meeting to discuss the two initiative draft regional regulations, Deputy Chair of the Malang City DPRD Special Committee, Harvad Kurniawan Ramadhan, SH, read out the results of the discussion.

After the plenary meeting, Malang Deputy Mayor Ir. H. Sofyan Edi Jarwoko who represented Malang Mayor Drs. H. Sutiaji who was unable to attend said that his party would follow all the discussion flows of the two draft regional regulations. "The Special Committee from the DPRD and the existing factions or commissions will certainly provide a lot of input and special discussions before both are passed into regional regulations," he said.

The bespectacled man added that both rules are needed by Malang City, in addition to the existing rules above it. Moreover, in this city there are many Islamic boarding schools and various arts and cultures are developing very well.

"We will first follow what the legislative references are, such as those related to the empowerment of Islamic boarding schools and arts and culture so that in the future their existence will be more positive," explained the man who is familiarly called Bung Edi.

"After this plenary meeting, there will still be further discussions. In addition, later the six factions in the DPRD will convey their opinions, and the executive will provide responses, before these two draft regulations are ratified into regulations," explained the bespectacled man.

Related to some of these things, Harvad said that the government is trying and organizing a national education system, which increases faith and piety as well as noble morals in order to educate the nation's life, which is regulated by law. Education is the basic capital for national development in general and regional development in particular which needs to be maintained and its implementation facilitated in order to provide the greatest possible benefits for the development of civilization.

However, he said, education in Indonesia still focuses on formal education and tends to ignore alternative education such as Islamic boarding schools. "It was only in 2019 that the government issued Law Number 18 of 2019 concerning Islamic Boarding Schools which became a breath of fresh air for education in Indonesia. This is a progress in itself for education in Indonesia, with the existence of Islamic boarding schools, students (santri) receive teachings that can shape their character and general knowledge," he explained.

"Seeing the benefits of the Islamic boarding school, the function of the Islamic boarding school is not merely as an educational institution, but the task of the Islamic boarding school becomes multidimensional. Islamic boarding school education is not only a process of transferring knowledge, but also becomes a cadre of ulama' and as a maintainer of Islamic culture in Indonesia," continued Harvad.

Meanwhile, related to the draft regional regulation on the advancement of regional culture, Indonesia is blessed with abundant culture, there are 225 cultures recorded as intangible cultural heritage. The importance of advancing regional culture is to form a strong national character, advance the regional economy with Cultural Tourism, and maintain local wisdom that is only owned by a certain region.

"Every region in Indonesia has its own culture. It is called regional culture. Regional culture itself can be interpreted as a culture that is unique to each region in Indonesia. A culture cannot be separated from the pattern of community activities," concluded Harvad. (say/ram)
