Malang Mayor Presents Draft Regional Budget Regulation 2023

Malang, (malangkota.go.id) – On Monday (10/10/2022), a plenary meeting was held at the Malang City DPRD building with the agenda of explaining the Mayor of Malang regarding the 2023 Draft Regional Budget Regulation. Mayor Sutiaji said that this plenary meeting was one of a series of processes from the stages and processes of compiling the 2023 Regional Budget as regulated in the Regulation of the Minister of Home Affairs Number 84 of 2022 concerning Guidelines for Compiling the 2023 Regional Budget.

In addition, this activity is a very important constitutional step and is a manifestation of the results of joint hard work that must be appreciated. "That the Malang City Government together with the Malang City DPRD have succeeded in completing the stages of discussing the general policy of the APBD, priorities and temporary budget ceilings for the 2023 APBD which are stated in the form of a joint memorandum of understanding document between the Malang City Government and the Malang City DPRD on August 4, 2022," said Sutiaji.

For that reason, he said, with the drafting of the 2023 fiscal year APBD regulation, in terms of law and the principle of orderly administration of regional financial management, the Malang City Government is ready to immediately continue development programs and activities as well as services to the people of Malang City in 2023.

The next stage, explained the number one person in the Malang City Government, after the KUA and PPAS APBD for the 2023 fiscal year have been agreed upon, then in accordance with Government Regulation Number 12 of 2019 concerning Regional Financial Management and Permendagri Number 77 of 2020 concerning Technical Guidelines for Regional Financial Management, as well as Regulation of the Minister of Home Affairs Number 84 of 2022 concerning Guidelines for the Preparation of the APBD for the 2023 Fiscal Year.

The next step is for the regional head to submit a draft regional regulation on the APBD to the DPRD accompanied by a financial note to obtain joint approval between the Malang City Government and the Malang City DPRD. Therefore, explained the bespectacled man, on this occasion a summary of the financial note of the 2023 regional revenue and expenditure budget was submitted, which contains the main points of the explanation of the draft regional regulation of Malang City on the 2023 regional revenue and expenditure budget, which describes the projection of regional revenue, regional spending and regional financing.

Based on the development of various conditions, Sutiaji explained, both national, regional and local macroeconomics, the needs of regional government administration, setting targets and priorities for regional development, especially the dynamics of budgeting to handle the impact of the Covid-19 pandemic, handling inflation due to the increase in fuel prices, preparations for the general election and simultaneous regional elections in 2024 which must be prepared in 2023 and various other current issues.

So in general, the projection of the 2023 budget draft includes several things, namely regional income targeted at IDR2.393.554.031.778,00 with details, for regional original income targeted at IDR1.179.181.683.130,00. Which consists of regional tax results targeted at IDR1.000.006.000.000,00 (one trillion six million rupiah). Regional retribution results targeted at IDR53.467.468.985.400,00. The results of the management of separated assets are targeted at IDR28.696.022.152,00.

Other legitimate local revenues are targeted at Rp97.011.675.578,00. Transfer revenue is targeted at Rp1.133.063.257.273,00 (one trillion one hundred thirty three billion sixty three million two hundred fifty seven thousand two hundred seventy three rupiah). Regarding the transfer revenue projection, I can say that it is in accordance with the 2023 revenue budget policy as stated in the Regulation of the Minister of Home Affairs Number 84 of 2022.

In the event that the ministerial regulation allocating provincial/district/city transfer funds has not been stipulated, the regional government can allocate transfer income in the amount of the average realization of the last three years, and the regional government can adjust the projection if the allocation has been stipulated, by amending the regional head's regulation regarding the elaboration of the APBD.

Other legitimate regional income in accordance with the provisions of laws and regulations is targeted at Rp81.309.091.375,00. The regional expenditure projection is planned at Rp2.578.616.351.778,00. The regional expenditure consists of operational expenditure planned at Rp2.161.895.958.597,00 with details, employee expenditure planned at Rp1.061.710.658.442,00.

Goods and services expenditure is planned at Rp942.579.278.923,00. Grant expenditure is planned at Rp114.064.981.232,00. Social assistance expenditure is planned at Rp13.541.040.000,00 Capital expenditure is planned at Rp396.971.292.997,00. Unforeseen expenditure is planned at Rp19.749.100.184,00. On the regional financing side, it is detailed into 2, namely, financing receipts of Rp196.250.000.000,00. And regional financing expenditures are planned to be budgeted at Rp11.187.680.000,00.

Considering the conditions and dynamics of global, national and regional economic developments that influence each other, where the Covid-19 pandemic is still ongoing, the war that has resulted in fluctuations in world oil prices, thus impacting the regional and national economy, further discussion is needed regarding the revenue, expenditure and financing plans. Therefore, the executive ranks are always trying to implement the agreement to conduct more intensive discussions on the draft regional regulation for the 2023 fiscal year.

"I hope that the draft regional regulation on the 2023 fiscal year APBD will soon receive discussion and joint approval with the Malang City DPRD. So that the 2023 fiscal year APBD can be determined on time in accordance with the provisions of laws and regulations and can be implemented immediately in early 2023, which in the end the output and outcome can benefit the people of Malang City," said Sutiaji.
