Klojen (malangkota.go.id) – The Malang City Regional People's Representative Council (DPRD) held a Plenary Meeting to Deliver the General Views of the Factions on the Draft Regional Regulation (Ranperda) on Building Construction in the Plenary Session Room of the Malang City DPRD, Wednesday (24/5/2023).

There are six factions of the Malang City DPRD that conveyed their general views regarding the Draft Regional Regulation on Building Construction. The PDIP faction was the first faction to convey its views, followed by the Gerindra faction, FPKB, the Indonesian Democratic Peace Faction, the PKS faction, and the Golkar faction.
Representative from the PDIP faction, Nurul Setowati, SE said that currently Malang City is facing various challenges, including flooding, slums, lack of green open spaces (RTH), traffic jams, and other problems.
"This happened because land use in Malang City is less effective and efficient. We ask for an explanation regarding this matter," said Nurul, Wednesday (24/5/2023).
Nurul said that Malang City has also not been able to build city resilience, namely a city that is resilient in facing disasters. This is estimated to be due to development that does not pay attention to the details of development with a multi-comprehensive study by at least paying attention to feasibility studies and DED (Detail Engineering Design).
The development of Malang City is also considered to be disrupted by the lack of serious execution, as seen from the still-found illegal buildings on the sidewalks. In addition, there is inappropriate land use, slum areas, and buildings that are too close to rivers.
"In addition, there are still many regional assets that are being utilized, both with the Right to Cultivate (HGU) and building construction that seems to be left alone and difficult to supervise. We ask for an explanation regarding this matter," said Nurul.
With this general view, the PDIP Faction hopes that the process of making good policies will also have a positive impact on Malang City. The goal is for Malang City to be more productive and oriented towards the balance of social, economic, political, cultural, and environmental development.
Meanwhile, the Mayor of Malang, Drs. H. Sutiaji, said that regarding building construction in Malang City, previously there was a Building and Environmental Supervisory Agency (Bawasdaling) so that there was supervision of building construction and the environment. "Sometimes the permits are in accordance with the DED, but the implementation is not in accordance. Therefore, supervision is needed," said Sutiaji.
From this experience, it is expected that there will be strict supervision related to the accuracy of development in general. When land rights are clear, it is necessary to decide whether the building is allowed or not. This is related to regional regulations that regulate construction and planning of building development along the river. (cah/yon)
