Malang City Government's Steps to Optimize Local Original Income

Klojen (malangkota.go.id) – The Regional Revenue Agency (Bapenda) of Malang City held an activity to Optimize Regional Original Revenue (OPAD) of Regional Apparatus Organizations (OPD) PAD Collectors with the Malang City DPRD at the Regent's Park Hotel, Wednesday (24/5/2023). This activity is an effort to collaborate with all parties to jointly realize fiscal independence through optimizing regional original revenue.

Malang Mayor Drs. H. Sutiaji said that fiscal independence is very strategic for achieving the regional development agenda. The Mayor of Malang encourages the achievement of fiscal independence by intensifying and extending regional taxes and regional levies, optimizing the management of regional assets, and improving the performance of BUMD.

The bespectacled man said that the realization of regional income in 2022 was recorded at IDR 2,171 trillion, with 33,07 percent or around IDR 718,3 billion coming from PAD, while the rest was transfer income and other legitimate income.

"There are many things that can be done to optimize our PAD. By utilizing our assets for example, if this can be captured by our BUMD, that's good. In addition, electronic-based innovations, so God willing, it will be more transparent, measurable, and can be monitored at any time. In addition, parking is also very potential if the management is good. This management is carried out so that our income increases, the welfare of parking attendants also improves," explained the badminton enthusiast.

The Mayor of Malang also invited all parties to collaborate and synergize, both internally between Bapenda and the regional apparatus producing the revenue, agencies, and other elements of society. "Regional revenue matters are not only the business of Bapenda and the PD producing the revenue. Increasing revenue is our duty. The community also has a duty to supervise each other, how the potential revenue can increase before it becomes regional spending. When revenue increases, the community will feel the development," he explained further.

The number one person in the Malang City Government emphasized the importance of always paying attention to the dynamics of local, national and global issues that have an impact on the regional economy and finances.

Synergy is also needed with strengthening ease of doing business and optimizing technology with integration from upstream to downstream, starting from licensing, income to regional law enforcement. No less important, according to him, is to continue to innovate for the sake of ease of public services.

Meanwhile, the Head of Bapenda, Dr. Handi Priyanto, AP, M.Si emphasized that to increase PAD Malang City, his party also continues to strive to reduce revenue leakage. "The ability to minimize leakage of various PAD sources must also continue to be carried out, both through supervision and the use of various information technology infrastructure," said Handi.

Thus, he said, in the future, financing for various programs and other development activities that lead to increasing community welfare can be explored from various regional potentials, both in the form of taxes, levies, and other legitimate income.

The efforts made by the Malang City Government to increase PAD received support from the Chairperson of the Malang City DPRD, I Made Riandiana Kartika, SE.

"We agree. This is the initial meeting to determine the revenue target for the 2024 APBD. So we want our revenue to be optimized, with the note that there is a balance so that it does not burden the community," he said.

He further explained that the higher the income, the higher the spending that will eventually return to the community. "This means that we want the needs of the community, especially their primary needs, to be met," he concluded. (ari/yon)
