Breadfruit (malangkota.go.id) – The Malang City Regional Disaster Management Agency (BPBD) held a Disaster Application Responder Training activity which was attended by disaster volunteers from 57 sub-districts in Malang City at the Ijen Suites Resort & Convention Malang Ballroom, Tuesday (6/6/2023).
Head of BPBD Malang City Drs. Prayitno, M.AP revealed that Malang City is often considered a small city so that it is often questioned what kind of disaster might occur in Malang City. In fact, in 2022, 479 disasters were recorded in Malang City.
Therefore, one of the forms of seriousness of the Malang City Government in disaster mitigation is by conducting training which is carried out with the aim of increasing the capacity of disaster volunteers in Malang City.
"The form of seriousness of Malang City in responding to disasters that occur is always coordinated in handling problems, besides that we have also conducted 11 trainings related to disaster education," explained Prayitno.
In addition to holding disaster and disaster prevention and preparedness training, Prayitno said that BPBD accompanied by the Malang City Communication and Informatics Agency (Diskominfo) created an innovation for disaster mitigation, namely the Disaster application. The development of this application was carried out by adopting an application that has developed internationally and has been tested for accuracy.
Later, through this training, participants will be trained on how to use the application, how to report, and how to present data constructively so that the incoming data becomes... fresh and not 'stale'.
"We currently have a Whatsapp/radio community with all sub-districts. However, the accuracy of this data is sometimes still questionable in terms of speed and accuracy and uploading news. Sometimes, leaders get data faster than volunteers, so we at BPBD want this application to be used and dashboard-it is read by decision makers at that time," he explained further.
Furthermore, Prayitno also emphasized that the purpose and target of this training is to understand the operation and use of the Disaster application, understand standardized disaster data, so that it is hoped that the Standard Operating Procedure (SOP) for each disaster event will also be faster.
"The SOP that used to be called 15 minutes, after being approved by each sub-district post can be reduced to 5 minutes. (Volunteers) Can solve problems, come first, and can reduce the risk of disaster in their respective areas. In the future, it is hoped that it can be done in under 5 minutes," Prayitno hoped.
On this occasion, a Memorandum of Understanding was also signed on Meteorology, Climatology, and Geophysics Information Services in the context of disaster management in Malang City between the Malang City Government and the Meteorology, Climatology and Geophysics Agency (BMKG) Class I Juanda Sidoarjo Meteorology Station.
Expert Staff for Law, Government and Politics of the Malang City Regional Secretariat, Tabrani SH, M.Hum, who represented the Mayor of Malang, signed this memorandum of understanding to express his gratitude to the Juanda Class I Meteorology Agency for the cooperation, performance and references that can be used as a mainstay in implementing mitigation in Malang City.
"In addition to strengthening synergy and collaboration between the Malang City Government and BMKG, this is also an effort to provide understanding to participants regarding the speed of response in disaster management," explained Tabrani.
Tabrani said that the public needs to realize that the information provided by BMKG is only a prediction, so a tool is needed that can help with accuracy and precision supported by science and technology in the form of an application. In addition, the accuracy of information and early warnings of disasters must also be followed by public knowledge of what to do to respond to the information. The public must understand that their participation can minimize the occurrence of disasters.
"So this training is an effort to involve the role of the community in building an attitude of alertness and related to the accuracy and speed in acting on disasters so that later data and information related to early warnings and disasters are obtained for the implementation of disaster management in Malang City," he concluded.
