Starfruit (malangkota.go.id) – The Malang City Regional Finance and Asset Agency (BKAD) held a Socialization of Malang Mayor Regulation Number 24 of 2021 concerning Procedures for Implementing the Rental of Regional Property (BMD) at the Grand Mercure Malang Mirama Hotel, Monday (13/11/2023).
Regional Secretary (Sekda) of Malang City Erik Setyo Santoso, ST, MT revealed that Malang Mayor Regulation number 24 of 2021 has been in effect for the past three years. "Why does it need to be informed? Because in the field, the understanding of usage permits, rental permits, we feel that there is something that we need to straighten out," explained Erik in his speech.
He said that so far there are still those who think that a rental permit is equivalent to a land certificate and can be controlled at some point. After occupying it, they forget to pay the retribution, therefore it is necessary to be informed about the rights and risks. "Currently, BMD is a strategic issue that is a mandate from the Central Government, where the state-owned assets of the Malang City Government accompanied by law enforcement officers, the KPK, and the District Attorney's Office are mandated to secure and regulate BMD assets," said Erik.
Later, BMD has the potential to be one of the sources of financing for the implementation of regional government and also a source of local revenue (PAD). So BMD assets if not needed for public services can be utilized, can be used to optimize PAD. "PAD will later be returned to the community in the form of developments, such as for the construction of roads, bridges, irrigation channels, public services, and so on," Erik explained again.
For that, according to him, there must be a common perception and steps and actions of all parties to better understand the laws and regulations related to BMD management, especially regarding the procedures for implementing the lease. "Malang City already has regulations related to BMD rentals which are currently being socialized. This is also to help us secure regional assets so that they can be of maximum benefit to the community," said Erik. (cah/yon)
